Job Description

PURPOSE OF THE JOB
This position is tasked with strategy, networking and program support to grow FH’s capacity and response to Displaced People, strengthen general emergency capacity for natural and complex emergencies, and provide surge support to fields as emergencies arise.

POSITION/SCOPE WITHIN THE ORGANIZATION

  • This position reports directly and functionally to the Africa Regional Director.
  • This position is on the Regional team with a strong dotted line relationship to the Emergency Response Unit for technical input and support.

This position is a two-year offer with an option to renew, and will be based in Nairobi, Kenya. The ideal candidate will have eligibility to work in, and will already reside in Kenya. A relocation reimbursement or an expat allowance package is not available for this position.





Skills/Requirements

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Key Result #1 – Direct engagement in growing capacity for Displaced People and Emergency Service Responses: In collaboration with the Africa Regional Office and Emergency Response Unit in Washington DC, plan, pursue opportunities, lead start-ups, support existing operations and build FH’s organizational capacity to respond to Displaced People and Emergency needs (50%).

  1. Through direct engagement in meeting the emergency needs of vulnerable populations, develop a Displaced People program strategy for FH (Refugees and IDPs). This will require careful and ongoing needs and FH capacity analysis (evidence based approach) on complex emergencies causing internal and refugee displacement;
  2. Through active networking and cultivating of donors, develop a Displaced People donor strategy that builds FH’s capacity to respond to Displaced People and Emergency needs. This should include ongoing liaison with key refugee, IDP and emergency actors (I.E. national governments, UNHCR, WFP, UNICEF, and institutional donors such as the US Department of State’s Bureau of Population, Refugees and Migration);
  3. In coordination with the regional staff, field office Country Directors, and the ERU team in Washington DC, implement effective programming based on the program and donor strategies. This will require the hands on support in hiring qualified key staff and monitoring quality project execution;
  4. Support income and impact growth with key donors. This will include supporting donor acquisition, program design, proposal and budget writing, and negotiation of terms and conditions of donors.

Key Result #2 – Regional DRR & Preparedness Support: support African fields to achieve the Disaster Risk Reduction (DRR), Resilience, Preparedness and Response goals of FH’s program model of CFCT (25%).

  1. Develop with the ERU, regional and country leadership a plan with benchmarks for building the capacity of country CD’s and PD’s for emergency preparedness and response. This will mean ensuring each country has an updated Country Office Disaster Response Plan;
  2. Ensure alignment in Africa to the DRR, Resilience, Preparedness and Response goals of FH’s CFCT model. Supporting the training, roll-out and follow up of the DRR manuals to all country teams;
  3. Pursue DRR and Preparedness funding in coordination with the ERU, Regional Office and Field Offices.

Key Result #3 – Regional and Global Surge support for Emergency Response: be a first responder to provide leadership and logistical support to fields in Africa and globally during emergencies (25%).

  1. This will mean serving local FH country offices to lead the initial response to a crisis, whether complex or rapid onset, and possibly entering into emergency settings where FH does not operate for initial assessment and start-up operations;
  2. Provide a broad range of sectoral support (i.e. NFI distributions, Shelter, WASH, Health/Nutrition, and Logistics) to fields for emergency assessment & responses, either through personal expertise, leadership and/or maintaining and accessing appropriate networks inside and outside of FH.

EDUCATION and/or EXPERIENCE Bachelor's degree (B. A.) from four-year College or university; Master’s degree preferred ; 8 years related experience in disaster response or rugged field environment; or equivalent combination of education and experience. Demonstrable experience in fundraising through proposal and concept note development; Experience in mainstreaming DRR and resilience themes in long- term programs; Experience in capacity building of country staff; Knowledge of OFDA, ECHO, UNHCR, WFP, DFID rules and practical experience in managing programs funded by them.

SUPERVISORY RESPONSIBILITIES This position does not have direct supervisory responsibilities. Although, there will be constant relief leadership development and partnership with field offices and teams along with temporary supervision of teams and staff during Emergency Responses.

LANGUAGE SKILLS Proficiency in spoken and excellent written English required; French or Swahili preferred. Ability to read, analyze, and interpret reports and journals on humanitarian issues, technical procedures, or government and UN reports. Ability to write proposals, reports, correspondence, and procedure manuals. Ability to effectively present information and respond to questions from the press, partner and donor organizations in both individual and group settings.
