Position will advocate and provide support for kinship foster families referred to NorthCare by the Oklahoma Department of Human Services (OKDHS) in Oklahoma County by linking these families with community resources, facilitating the ability to utilize these resources, and fostering relationships between the family and state agencies and other public and private agencies in an effort to maintain the placement and permanency for the child in the kinship foster family home.

JOB DUTIES AND RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:

  • Actively communicate and work to problem solve with OKDHS kinship foster families to keep children/youth in the kinship foster home and avoid placement disruption.
  • Engage in disseminating information regarding the Family KINnections program.  This could include, but is not limited to, public speaking, engaging community service providers, and speaking to other key community stakeholders about Family KINnections and the outcomes of this program.
  • Empower the kinship foster family through general modeling, advocacy, coaching, follow up, and support. Help teach the kinship foster parent(s) how to effectively advocate for the child and themselves within various community agencies which include OKDHS.
  • Respects the integrity and confidentiality of the persons receiving services through Family KINnections.
  • Actively work to develop and maintain positive relationships with community partners and agencies in order to provide a broad referral system within Oklahoma County. 
  • Maintain records of all the community resources available to kinship foster families, and the community, in order to develop and maintain a manual of resources and disseminate this information to the kinship families and the community. 
  • Cultivate a general knowledge and the ability to guide families through the process of accessing community resources including (but not limited to): Aging and family caregiver support programs, alcohol and substance abuse services, the OKDHS Department of Child Welfare, child care providers, community health centers, developmental disabilities services, education advocacy services, early childhood education programs, food assistance programs, housing options and assistance programs, using Oklahoma 2-1-1, resources for legal services, respite care programs, TANF, training on child development and parting skills resources, and other services offered through the state such as Medicaid/Medicare.
  • Complete screening assessments to determine the needs of kinship caregivers and their families as well as the child and caregiver’s well-being in the domains of behavioral and emotional functioning, social functioning, cognitive and academic functioning, and physical health and development. 
  • Serve as a liaison between OKDHS, NorthCare’s Home Studies program, and all the available resources within Oklahoma County
  • Assists in the coordination, planning, and running of the Resource Symposiums and Community Resource Fairs hosted by NorthCare as directed. 
  • Maintain records in a timely manner as required by agency, state or federal funding sources, the evaluation team through the University of Oklahoma, and any accreditation authority. Complete all required forms and maintain the same in a manner consistent with requirements. 
  • Document all activities directly or indirectly related to serving the kinship foster family on a daily basis. Collect data for evaluation and research of program effectiveness.
  • Works a 40 hour full-time work week flexible around the families schedule.  This includes being available 24 hours a day 7 days a week to kinship foster families as needed to answer general questions and avoid placement disruption.   
  • Return contact from the kinship family within the same day (including weekends) and responds to all other calls, texts (from NorthCare Staff) or pages promptly. Checks and responds to emails within 24 hours.
  • Participates in weekly individual supervisions as well as group staff meetings.
  • Participates in all trainings/workshops  required by agency or supervisor.
  • Abides by agency policy and program procedures at all times
  • Performs other duties as required and/or assigned by supervisor and/or executive staff.
  • Utilizes calendar system that must be kept current daily to schedule appointments or time spent out of the office.

Skills & Requirements

POSITION REQUIREMENTS:

Position requires a Bachelor’s Degree in Social Work or related human services field or Master’s Degree in Social Work or related human services field and one (1) year experience.  Must display proficiency in the MS Word processing software and intermediate general computer skills. Excellent written and oral skills are essential, along with strong organizational skills.  Must demonstrate good interpersonal skills and the ability to effectively communicate verbally and in writing with English speaking consumers.  Must demonstrate cultural competency.  Casual professional dress is required.  Local travel required.   All Community Resource Specialists must be approved by the Children's Bureau prior to hire.                                                   

Must possess and provide verification of valid Oklahoma driver’s license during employment with NorthCare.  Must maintain and provide verification of current automobile liability insurance including uninsured motorist coverage.  Must have and/or complete Core Level Co-Occurring Training and Trauma Informed Training via My Learning Pointe within 60 days of employment with NorthCare.  Must participate in on-site and off-cite training as determined by NorthCare. Must have TB test within 12 months prior to employment with NorthCare, or obtain within 30 days of employment with NorthCare.  Must possess and maintain current certification in CPR, First Aid and CAPE certifications.  If not current upon hire, must obtain CPR, First Aid and CAPE certifications within 30 days of employment with NorthCare.  Must be able to move about facilities freely and sit for extended periods.
