The Senior Program Analyst is a senior advisor to management concerning the analysis and evaluation of major administrative technical and program aspects of substantive mission-oriented programs.

DUTIES INCLUDE:

  • Performs analysis, evaluation and oversight of all aspects of the planning, programming, budgeting and execution of major Project Management (PM) programs
  • Applies an extensive knowledge of DOD, DA and PEO command structures, program goals and objectives applicable to one or more important PEO programs
  • Knowledge of administrative, acquisition, program and budgetary laws, policies, regulations, and precedents is also utilized to review and evaluate data pertaining to the budgets for substantive programs and to provide expert guidance
  • Serves as an expert analyst and/or advisor for PEO/PM management regarding assigned projects and programs
  • Establishes schedules for planning, coordination and accomplishment of work to facilitate the acquisition and/or work process
  • Initiates action to insure that cost and schedule procedures and policies are current and implemented
  • Expert planner, analyst, and advisor to the PEO/PM on program cost analysis, annual/multi-year and long-range fiscal/program planning, contractual, and/or commercial issues for key agency programs 
  • Prepares P&R form, WSR and POM submissions
  • Provides financial advisory services for a major segment of the PEO/PM budget for one or more funding lines or type of funds
  • Prepares material and conducts meetings and briefings
  • Translates/recommends processes and procedures  to ensure proper consideration of programmatic, technical, and management factors for overall program mgmt successes
  • Responsible for the program strategic planning and program execution management; development, maintenance, and coordination of documents supporting Milestone reviews, legislation, regulations, policy and other records

Skills & Requirements

REQUIRED QUALIFICATIONS:

  • Bachelor's Degree in Business or Accounting, preferred
  • Twelve (12) years experience as a Program Analyst for silmilar Government Program Offices
  • Four (4) additional years of related experience can be substituted for a Bachelors Degree
  • Knowledge of administrative, acquisition, program and budgetary laws, policies, regulations, and precedents
  • Extensive knowledge of DOD, DA and PEO command structures.
  • In-depth knowledge of DoD 5000 series regulations that define the Defense Acquisition System
