Job Description

Octo Consulting Group is looking for an experienced planning, policy, and business analyst to assist an Intelligence community (IC) customer in developing goals and objectives to for making geospatial intelligence more accessible.  This analyst will engage daily with Director (SES) and Deputy Director (Band V/GS-15) level staff to assist them with the following types of tasks: 


  • Advise and assist with strategic planning, policy and business analysis
  • Support development of government mission and vision statements
  • Perform trade studies and assess trade-off analyses between functionality and security risk management
  • Develop process improvement recommendations and facilitate quality improvement efforts
  • Translate operational requirements and mission needs into technical terminology and specifications
  • Formulate internal and/or external policy; provide assessment and recommendations of new policy or changes
  • Develop, apply, and validate operational metrics and performance risk assessments
  • Advise on planning, design, reconfiguration, maintenance, and alteration of equipment, buildings, and facilities dedicated to the geospatial intelligence enterprise
  • Coordinate tasking responses to ensure that the policies, opinions, and perceptions of the Office are fully coordinated and accurately reflected
  • Coordinate programmatic process activities across organizational elements
  • Support governance and  management activities to include meeting minutes, schedules, and action tracking
  • Receive, research, and prioritize tasking’s from office leadership and provide guidance work to appropriate action officers within each division
  • Provide expertise in strategic and organizational planning and the ability to gather information to synthesize functional needs and conduct studies, plans, and assessments in support of content management initiatives and operations
  • Identify, analyze, and resolve business and administrative operation issues and challenges that are central to the effective conduct of their activities
  • Propose evaluation criteria to assess the value of content provided online and to facilitate agency decisions regarding data, products and services to provide, modify or terminate
  • Provide annual content management reports highlighting key accomplishments, major customers and topics/issues supported, progress against goals and objectives, upcoming goals and challenges, and other factors determined relevant by the GPOC
  • Extract and synthesize complex information to prepare briefings, read-aheads and other materials

Skills & Requirements

  • Bachelor’s Degree or equivalent experience within a related field (7-10 years)
  • Experience in managing multiple simultaneous efforts to gather information to synthesize functional needs
  • Ability to lead studies and assessments
  • Ability to assist the government in establishing goals and objectives
  • Experience developing significant portions of mission and vision statements, policy or requirements statements or documents, or operating concepts
  • Experience supporting senior leadership with quick-turn analyses, presentations, studies
  • Experience utilizing the Microsoft Office Suite including Word, Excel, PowerPoint, Project
  • Experience with Microsoft SharePoint
  • Must have the capability for planning, organizing, directing and tracking technical efforts on assigned tasks
  • Must enjoy working with others and collaborating with various stakeholders
  • Must possess excellent written and verbal communications skills
  • Confident and professional manner when dealing with peers and organizational personnel at all levels
  • Able to effectively communicate complex topics and procedures with team members and all other organizational personnel
  • Able to identify, recommend, or implement process improvements
  • Attention to detail, organizational skills, time management, and focus
  • Ability to work independently, with minimal direct supervision necessary
  • Ability to work under pressure and tight deadlines in a fast-paced environment
  • Knowledgeable in IC, DoD, and Federal communications processes and the implementation of communications activities in a large IC organization
  • Previous experience providing support in an operational environment
  • Knowledge of content management policies, practices, tools/capabilities and processes
  • Knowledge of metadata management and data discovery
