E3 Federal Solutions (E3) is an award winning veteran-owned small business with expertise in federal acquisition, program management, and financial management support services.  We are seeking an Analyst to support a contract for a Department of Homeland Security (DHS)/ Transportation Security Administration (TSA) customer.

The ideal candidate for this position should have experience providing portfolio management and program management support. DHS experience required. Experience with TSA is a plus.

Job Description

The selected candidates will provide program management, portfolio management, and/or acquisition support. In this position, strong analytical skills, solid writing skills, and the ability to coordinate with multiple stakeholders are needed to develop key program deliverables, support stakeholder outreach efforts, and provide meeting support.

Responsibilities may include:

  • Support program management activities, including developing performance management review briefings, monthly reports, and tracking performance metrics.
  • Support development and revision of acquisition documentation, such as Alternatives Analysis, Acquisition Plan, Acquisition Program Baseline, Operational Requirements Document, and Integrated Logistics Support Plan.
  • Support monthly program reporting to DHS through Next Generation Periodic Reporting System (nPRS) and the Investment Management System (IMS); work includes contract status tracking, performance metrics reporting, risk reporting and coordination with offices such as Budget and Finance and Capital and Investment Planning (CPIC).
  • Support the development of OMB Exhibit 300s and supporting documentation.
  • Support stakeholder outreach activities, including working on stakeholder engagement plans and preparing meeting agendas, materials, and notes.
  • Support efforts to implement and track progress against strategic plans.
  • Develop process improvement diagnoses, process modeling and documentation, benchmarking activities.
  • Serve as a key analytical resource on engagement team.
  • Conduct relevant research, distill data, and create reports.
  • Define business needs and apply methodologies and contribute to deliverable preparation.
  • Analyze relevant data and information, and institute and support business solutions.
  • Participate in organizational assessments, and development/tracking of performance measures and indicators.

Skills & Requirements

  • 1-2 years of work experience in consulting, in a Federal environment.
  • DHS experience required, with some TSA experience preferred.
  • Bachelor’s degree.
  • Proficiency in using the MS Office Suite (Word, Excel, PowerPoint, and Project).
  • Experience with Microsoft SharePoint.
  • Excellent written and oral communication skills.
  • Excellent analytical skills.
  • Ability to work collaboratively.
  • Familiarity with transportation systems protection, including screening equipment (explosives detection, cargo screening, passenger screening) a plus.
