Marstel-Day, LLC, an environmental consulting and planning firm, seeks one qualified individual possessing a strong commitment to a conservation ethic, a strong desire to identify and support strategies for natural resource conservation, a commitment to use green best management practices in the performance of their work, and a determination to provide excellent support to Company personnel. The HR Manager incumbent will provide full-time knowledge support to the President/CEO and the General Counsel at our office in Fredericksburg, VA.

THE PRIMARY JOB DUTIES INCLUDE:

  • Plans, organizes and controls all activities within the Human Resources Department and regarding human resources (HR) activities for the Company.
  • Reviews and makes recommendations annually to the Company’s Partners for improvement of Company policies, procedures and best practices on HR matters.
  • Identifies and maintains Company compliance with Federal and state statutory and regulatory requirements pertaining to all personnel matters where the Company operates or has employees.
  • Oversees the development, maintenance, and implementation of Company compliance including EEO/Affirmative Action plans.
  • Manages all HR services to include employee relations, developing HR policies and procedures, performance management process, annual salary benchmarking, on-boarding and off-boarding, benefits administration and recruiting.
  • Consults with General Counsel as appropriate and/or as directed by the President/CEO on personnel matters.
  • Assists Partners and Managers with annual review process.
  • Works with General Counsel to identify and select benefits providers.
  • Creates and posts job descriptions for all external boards for recruitment of highly skilled environmental professionals. 
  • Manages job postings for Company through OpenHire, as well as sourcing / screening candidates.
  • Coordinates campus and job fairs for Company.
  • Drafts offer letters and coordinates background and reference checks on candidates. 
  • Works with Company Partners to create internal training and recommend external training for personnel when necessary.
  • Oversees the effective and timely maintenance of human resource related documents and files.
  • Manages workers compensation issues and claims.
  • Coordinates Family and Medical Leave requests from personnel.

THE IDEAL CANDIDATE MUST HAVE:

  • Excellent organizational, interpersonal communication and negotiation skills, as well as strong written and verbal communication skills. 
  • A Bachelor's degree in Human Resources, Business or a related field or sufficient professional experience of an equivalent nature; an advanced degree is a plus, and advanced professional experience of an equivalent nature is a plus.
  • Seven to ten years of human resources experience, preferably as a Human Resources Manager or Supervisor.
  • PHR or SPHR certification.
  • Comprehensive knowledge of affirmative action and equal opportunity laws and regulations, as well as OFCCP and HIPAA.
  • Strong problem solving and critical thinking skills and the ability to handle confidential information with sensitivity.
  • Proficiency in OpenHire is a plus.
  • Proficiency in Microsoft Office (e.g. Microsoft Word, Excel, PowerPoint and Outlook) and SharePoint.
  • The ability to incorporate conservation and green management principles into his or her practice and analyses.
  • A commitment to diversity principles and to a collegial work ethic, including mentoring and collaboration.
  • Eligibility to work in the United States (a DHS Form I-9 must be completed by the selected candidate and will be submitted to the U.S. Department of Homeland Security for verification of eligibility to work through E-Verify)

ESSENTIAL FUNCTIONS DESCRIPTION

The incumbent will normally work in an indoor, climate controlled work station or office, but may be frequently required to travel to various other sites and/or offices which may not be climate controlled; to manage and coordinate work by scheduling and undertaking airline, train or vehicle travel. Incumbent will be required to frequently organize and coordinate schedules, analyze and interpret data, engage in fast-moving problem solving, be expected to professionally direct the work of others in stressful situations; communicate quickly and precisely with coworkers and clients, craft written communication including the use of e-mail and other electronic reproduction of words, graphs, and photos. Incumbent will be required to make regular use of and be proficient with computers, telephones, mobile communication devices, copy machines and printers.

DUTY STATION AND RESIDENCY

The incumbent's preferred duty station is on-site at the Company’s administrative headquarters office in Fredericksburg VA: 417 Wolfe Street.

An applicant’s current residence within, or a willingness to relocate to a federally designated HUB Zone census tract within reasonable commuting distance of a Marstel-Day office is a requirement (go to www.sba.gov/hubzone for more information on this requirement), unless a substantial hardship showing can be established. A relocation reimbursement may be considered.

The incumbent must be eligible to work in the U.S. (DHS form I-9 must be completed by incumbent and submitted to DHS for verification through federal e-Verify system.)

The incumbent must have previously passed or be capable of passing a government background investigation and will be required to submit to a criminal background check as a condition of any final offer of employment. Depending on the exact nature of the work the position may entail, the applicant may also be required to submit to a credit and financial background check. This required contingency and evaluation continues even after hiring. The applicant will have to fill out, sign and submit the authorization to conduct such a background check as a requirement of the application submission process.

SALARY AND BENEFITS

The company will pay a competitive salary commensurate with the incumbent’s level of education and experience and overall qualification of between $85,000 and $95,000 per year; and will also provide access to a 401(k) plan, health, disability, and life insurance, paid leave, and other benefits.
