Summary

Marstel-Day, LLC, an environmental consulting and planning firm, seeks a qualified individual who has significant prior experience supporting military clients (including  Air Force) in management, operations, scenario development and sustainability planning; experience producing and managing in-depth studies and analyses, formulating senior-level decision briefs, and operating in higher headquarters (including at the Pentagon); and demonstrated project management, client management, and personnel leadership skills. 

 

This individual should also possess a strong commitment to a conservation ethic, a strong desire to identify and support forward-looking strategies for natural resource conservation; and a commitment to use green best management practices in the performance of their work.

 

Duties:

  • Supporting the overall management of Marstel-Day's support for the Air Force's enterprise-wide program for encroachment control/management, community partnering and facilitation, compatible land-use and general planning, range and installation complex sustainability planning, and natural resource conservation/encroachment partnering.
  • Running forward-looking, complex programs and studies and analyses projects from design and development to delivery of final products.
  • Identifying future factors including development of options, scenarios, and management actions.
  • Supervising project leaders and providing mentoring and support for their responsibilities to complete their studies.
  • Directing studies or analyses when necessary.
  • Exhibiting strong leadership qualities while undertaking creative strategies for contingency planning and risk mitigation.
  • Planning, scheduling and overseeing multiple project teams and their goals, milestones and deliverables, while managing any conflicts.
  • Defining requirements and planning multiple project life cycles and deployment.
  • Defining resources and scheduling for project and program implementation.
  • Identifying and solving project issues in a timely and effective manner.
  • Developing RFP (Requests for Proposals) for external services (i.e., contracting with sub-consultants).
  • Performing team recruitment, assessment and evaluations.
  • Possessing organizational, presentation, and client service skills.
  • Designing and maintaining project and technical documentation.
  • Developing client relationships, managing client expectations, and ensuring open, clear, and professional lines of communications.
  • Developing and delivering key presentations.

 

Essential Functions Description

The incumbent will normally work in an indoor, climate controlled work station or office, but be frequently required to travel to various other sites and/or offices which may not be climate controlled; to manage and coordinate work by scheduling and undertaking airline, train or vehicle travel. Incumbent will be required to frequently organize and coordinate schedules, analyze and interpret data, engage in fast-moving problem solving, be expected to professionally direct the work of others in stressful situations; communicate quickly and precisely with coworkers and clients, and craft written communication including the use of e-mail and other electronic reproduction of words, graphs, and photos. Incumbent will be required to make regular use of and be proficient with computers, telephones, mobile communication devices, copy machines and printers.

 

Qualifications and Attributes

  • A minimum of 12 years of relevant experience, six years of which must be in managing complex, forward-looking studies and analyses
  • A Masters degree from an accredited college in a related field.
  • Intellectual curiosity paired with excellent oral and written communication skills, together with competency and proficiency in the use of Microsoft Office (Word, Excel and PowerPoint) and SharePoint.
  • Experience working with a military service's installation/range sustainability or natural resource management program is a plus.
  • Experience working with military stakeholders to include local, county and state governments is a plus.
  • Prior military experience is a plus; prior experience managing Service installations, ranges or airspace is a plus.

 

The Incumbent Must:

  • Be eligible to work in the U.S. (DHS Form I-9 must be completed by the incumbent and submitted to DHS for verification of citizenship and eligibility through E-Verify).
  • Be willing to travel on a frequent basis.
  • Submit to a criminal and financial background check and be cleared as a condition of any final offer of employment. Depending on the exact nature of the work the position may entail, the applicant may also be required to submit to a credit and financial background check. This required contingency and evaluation continues even after hiring.

 

Duty Station and Residency

  • The incumbent's primary duty station will be in the Company's Fredericksburg, Virginia office or the Company’s Alexandria, Virginia office (at management’s choice), with periodic trips to the Pentagon, other client on-site locations in nearby Crystal City, Virginia.
  • Residence within, or willingness to relocate to, a federally designated HUBZone census tract within reasonable commuting distance of the on-site facility is a plus (go to www.sba.gov/hubzone for more information on this requirement). A relocation reimbursement may be considered.

 

Benefits

The salary range for a Deputy Program Manager is from $120,000 to $145,000 depending on the incumbent's overall education, experience and other qualifications.
