Octo Consulting Group is seeking a Senior Recruiter to join our team in Reston, VA.  The ideal candidate will have experience recruiting technical candidates in the cleared and/or homeland security communities. The individual will be responsible for managing the delivery of full life cycle recruiting for both direct work and new business development proposals. 

Successful candidates should have experience recruiting the following skills sets:  Agile/Scrum, Systems Engineering, Software Developers, Cybersecurity engineers, PMO Leads, Business Analysts, Cloud & Architects Engineers, DevOps Engineers, Java Developers, WordPress Developers, Systems Administrators, IT/Systems and Financial Management.

The successful candidate will be responsible for generating leads and building a network of highly cleared candidates, identifying candidates for direct opportunities, interviewing and negotiating offers.  The candidate will also be responsible for working with internal clients on market trends, competitive intelligence, and recruiting strategies to build a pipeline of highly qualified candidates.  Candidate should have a strong knowledge and pipeline of the DC, Maryland, and Virginia candidate markets.


  • Effective candidate sourcing skills.
  • Perform full life-cycle recruiting activities from initial job identification and posting, sourcing and screening, interviewing to offer negotiation.
  • Leverage recruiting resources and networking to identify candidates
  • Have a strong understanding of technical requirements
  • Partner with internal hiring managers to ensure awareness of all proposal activities, staffing plans and competitive landscape.
  • Work to ensure continual improvement of the recruiting strategies. 

Skills & Requirements

  • Bachelor’s degree from an accredited college in a related discipline, or equivalent experience/combined education
  • Minimum of 6 years of full life-cycle technical recruiting experience
  • AIRS recruiting certifications highly desired (ECRE, PRC, CDR, ACIR, CIR, CSMR or CSSR)
  • Effective candidate sourcing skills in the National Security and Financial Services market space (DHS, Department of Justice, Department of State, Department of Treasury, Census Bureau, Dept. of Education, SEC (US Securities and Exchange Commission, etc.)
  • Experience recruiting Technical and Non-Technical positions with various types of government clearances: Public Trust, Secret, Top Secret, TS/SCI and being able to understand the nuances of clearances from different government agencies
  • Experience building a network to capture passive candidates.
  • Strong understanding of OFCCP regulations and extensive experience with Request for Proposal (RFP), Request for Information (RFI), and Task Orders/IDIQ labor market.
  • Experience building a network to capture passive candidates.
  • Strong understanding of Agile methodology
