Job Description

Octo Consulting Group is seeking a Senior Technical Architect to join our growing team in support of a critical mission for one of our Federal customers.


  • Define concept-of-operations depicting the interaction of users, applications software, and infrastructure or execution environment components
  •  Perform as change agents for diverse technical teams providing capabilities and integrated approaches toward completing the goals and requirements.
  • Provide high-level architectural guidance and make recommendations to the project team on industry best practices used in database and collaboration tools and reuse of major architectural components/services
  • Attend and conduct meetings with various support groups including development and infrastructure teams, and others to review their requirements and evaluate how to incorporate them into our overall design
  • Conduct code and design reviews and conduct demonstrations of any recommended architectural framework/front end prototypes/COTS as needed.
  • Conduct Joint Application Development (JAD) sessions with all stakeholders and other development teams.
  • Conduct any prototyping for proof of concepts involving new or existing products/technologies to refine product evaluation per business / user requirements for the scheme and definition editing related tools.
  • Assist and document technical goals, strategy, and conduct deep-dive technical capability studies appropriate for mitigating unknowns in a complex interconnected IT project or system.
  • Analyze current technology environment to detect critical deficiencies and recommend solutions for improvement
  • Coordinate new development activities and ensure they are consistent and well integrated with the established enterprise information architecture, using metadata management and/or a repository to promote reuse and standards adoption.
  • Prepare documentation for technical architecture review and acquisition of development and execution environment components
  • Identify and provide documentation and recommendations for the acceptance or mitigation of any issues and risks associated with requirements, proposed systems, solutions, development, designs, plans and timelines.
  • Identify and provide documentation that provides all necessary detail regarding the impact of the technical architecture; design and development to other existing systems; and if the impact increases the risk or has a negative impact to the other systems, provide mitigation strategy recommendations.
  • Work closely with Government technical architecture staff and independently lead the identification and resolution of issues/problems within the technical infrastructure.
  • Identify development iterations, focus team development of prototypes and sample code that can be used by developers.
  • Provide knowledgeable solutions to resolve complex internal and external issues that can impact the success of the project.
  • Interact with technologists, management, project management, developers, and other technical leads throughout the period of performance.

Skills & Requirements

  • Planning technical architecture, design and development of applications and data storage for complex systems, software and system development methodologies such as SCRUM, AGILE, and Waterfall, Hardware, COTS and open source analysis and selection; and bridging the business aspects and the technical aspects of delivering complex systems including the ability to productively interact with resistant and/or change adverse stakeholders. 
  • Design multi-domain MDM solution using Informatica MDM multi-domain and PowerCenter COTS tools in a client/server and/or service-oriented architecture (SOA) environment, including understanding of technical architecture, MDM architecture style, network design, application development, middleware, servers and storage, database management, and operations.
  • Data Migration and ETL experience from legacy to next generation systems
  • Technical expertise to include: Talend ESB, IBM IIB, J2EE, Exari, Drupal, Oracle, Microsoft SQL Server, MySQL, Subversion, Agile, DevOps and Java Based Workflow/BPM,  and Office 365 including SharePoint
  • Expertise or Knowledge of Extensible Markup Language (XML) editors
  • Expertise or Knowledge of SOA Technologies


  • BS (8 years of experience may be substituted for educational requirements)


  • On-site meetings, supports and operations shall be performed in Silver Spring, MD. Otherwise work will be performed at Reston or Alexandria, VA

Other Considerations: This position is W-2 only; no Corp-to-Corp or 1099 candidates.  Relocation will not be offered. Selected applicants will be subject to a background investigation. Individual’s primary workstation is located in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include use of computer monitor screens up to 80% of time.
