Octo Consulting Group is seeking an Intermediate Project Management Specialist to join our growing team. The position requires a clear understanding of Project Management principals to provide effective operational support to a major U.S. Army enterprise network transformation program as they deliver capabilities that provide the full spectrum of network and information services for a globally connected Army that offers Soldiers, Commanders and supporting organizations the ability to access, process and act upon information anytime, anywhere across a Joint Information Environment.  The Intermediate level Project Management Specialist will manage various tasks related to installing network equipment at multiple sites and will collaborate regularly with the government Integrated Product Team (IPT) Leads in support of the mission.


Primary job duties and responsibilities may include, but are not limited to the following:


  • Experience in IT project Management
  • Experience in Cyber Security and Information Assurance
  • Experience in developing Independent Government Cost Estimates (IGCEs) and Performance Work Statements (PWSs) in support of acquisitions.
  • Knowledgeable regarding Program Management Office (PMO) project management methodology
  • Reporting of project status to key participants
  • Actions controlling the project by leveraging change management
  • Experience managing scope and schedule
  • Facilitate networking interaction between customer and industry
  • Utilize qualitative and quantitative techniques to analyze and measure the effectiveness and efficiency of complex program operations and reports
  • Analyze the action and management plans developed by Assistant Product Managers, in an effort to link the identified goals and strategies to the annual and multi-year goals
  • Support project cost, schedule, and performance by maintaining the tempo and identifying problem areas that need improvement
  • Interface with Stakeholders to ensure complete understanding of project status
  • Develop briefing slides distributed to Army Signal Command leaders detailing network modernization progress for current projects
  • Develop technical documentation (i.e. Technical Evaluation memos, Commander’s Critical Information Requirement (CCIR), collect and analyze technical literature, organize descriptive copies, provide clarity and conciseness to written documents
  • Provide guidance to facilitate task completed to the business unit
  • Review documentation in support of all program related activities including transition memos, modifications to contracts, Statement of Work (SOW), funding and contract documents
  • Support program plans, estimates, baseline budget and identify cost and risk
  • Develop project manpower allocations (i.e. funds, project loads) to carry out program operations
  • Maintain the budget forecast for anticipated funding actions related to project performance
  • Conduct weekly department-wide team meetings to gauge project performances against stated action items
  • Participate as a member of the integrated product team (IPT) to render activities into actionable solutions across the business unit

This position requires up to 10% travel per year.

Skills & Requirements




  • Bachelor’s Degree from a recognized and accredited university, or equivalent


  • Candidates must have a minimum of five years or more experience in providing project management support.
  • Basic understanding of information technology networks; understanding of emerging technologies a plus.
  • Strong organizational management skills including the ability to manage multiple tasks, management of program and leadership calendars and experience in supporting the day to day operations of a high-visibility program office.
  • Understanding of government contracting, budgets, costs and logistics.
  • Strong stakeholder relationship management skills in High-OPTEMPO environment.
  • Capable of using MS Office tools to prepare documents, spreadsheets, and presentations.
  • Excellent communication skills (writing, speaking and listening).
  • A proactive attitude that allows them the flexibility to adapt and adjust as necessary to meet short suspense’s and changing mission requirements.
  • Self-starter able to manage tasks with little or no supervision; strong team player.

Security Clearance:

  • Active DOD Secret required

Physical Requirements:

  • Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc.
  • Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs.
  • Specific vision abilities required by this job include use of computer monitor screens up to 80% of time

 Work Environment:

  • Individual’s primary workstation is located in an office area
  • The noise level in this environment is low to moderate
