Job Description

Octo Consulting Group is seeking a Senior Portfolio and Program Management Lead to direct a small team supporting a Government agency executing a large, far-reaching Information Technology (IT) Maturity initiative.  The Senior Portfolio and Program Management Lead will be responsible for ensuring that the customer’s IT investment decisions are appropriately aligned to the organizational vision and supporting mission goals and objectives.  The Senior Portfolio and Program Management Lead will report directly to the Program Manager and is expected to collaborate with the client CIO organization leadership, Technical Monitor, and Enterprise Architecture (EA), Project Management Office (PMO), and Governance project teams, as well as various client stakeholders and executive leaders.  The successful candidate will bring experience performing similar leadership services from other Federal agencies and will act as a trusted advisor by referring to, and leveraging this experience.


  • Lead a small team in the development of portfolio and program management processes, procedures, and standards
  • Interface with a large client team and support their day-to-day needs
  • Engage in strong collaboration with stakeholders to build consensus to drive effective solutions
  • Implement an Agile, iterative approach that is efficient, flexible, and lightweight on processes while focused on outcomes and high-value products
  • Collaborate with EA and PMO stakeholders to prioritize IT portfolios and related investment decisions based on scoring system.
  • Lead effort to track and evaluate portfolio progress and status (i.e. resource requirement adjustments) against planned outcomes and performance goals.
  • Coordinate with CIO to stand up an internal IT investment governing body that reviews and prioritizes enterprise IT needs based on alignments of business drivers and IT strategic roadmap
  • Develop Program & Process Governance Framework and integrate with EA and IT Investment governance framework
  • Conduct PMO and Program Assessments & Develop IT Solution and Investment Recommendations
  • Define Program Goals and Priorities based on FPG and IT Investment Priorities and EA Solution Architecture
  • Develop/refine Stakeholder & Communication Management framework
  • Update Program/Project Performance Management framework
  • Conduct Program/Project Sprint planning and refine backlog of user stories within each IT program
  • Collaborate with Portfolio management to ensure that CIOO resources are sufficient to satisfy strategic priorities
  • Standardize Program management approach for all inflight and planned Programs and ensure underlying projects incorporate Agile principles throughout the approach
  • Build out program management processes/framework to accelerate execution of high priority projects

Skills & Requirements


  • Minimum of fifteen (15) years of post-collegiate professional experience
  • Minimum of ten (10) years providing similar services
  • Minimum of five (5) years leading teams providing similar services
  • Minimum of three (3) years’ experience supporting IT Investment Planning
  • Presents exceptionally well to senior executives
  • Expert knowledge of portfolio management and program management processes
  • Expert knowledge of Federal CPIC processes, standards and guidance; including development and management of OMB Exhibit 300 and Exhibit 53 submissions
  • Experience aligning portfolio performance and objectives against organizational priorities and goals
  • Familiarity with the tenets of Agile adoption within Federal environments
  • Excellent communicator (writing, speaking, listening) with experience leading discussions
  • Expert knowledge of the PMBOK and associated program management strategies
  • Expert knowledge and use of the MS Office suite (Word; Excel; PowerPoint; Project; Visio) used to prepare documents, spreadsheets, and presentations
  • Experience with large, complex IT projects and organizations
  • Exposure to Federal Governance processes for SDLC gate controls and budget approval
  • Ability to work within highly-political environments
  • Ability to communicate effectively, encourage teamwork, engage stakeholders and influence decisions

Other Considerations: This position is W-2 only; no Corp-to-Corp or 1099 candidates. US citizenship is mandatory, per contract clearance requirements. Relocation will not be offered. Selected applicants will be subject to a background investigation. Individual’s primary workstation is located in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include use of computer monitor screens up to 80% of time.
