Octo Consulting Group is seeking a Junior Business Analyst Consultant to join our team in Washington, DC. We established and maintain a requirements center of excellence for a Federal government client, providing industry best practices related to requirements management and business analysis support. The team supports all requirements-related activities for priority projects, facilitates requirements elicitation workshops with stakeholders, conducts reviews of requirements packages, and provides formal requirements coaching and training. The Junior Business Analyst Consultant will help mature requirements management across the agency. Responsibilities, skills, and requirements are dependent on the individual’s years of professional experience and business analysis competency.

Responsibilities:

  • Provide expertise in Requirements Management and Business Analysis best practices
  • Provide analytical expertise to support all requirements-related activities for identified projects
  • Lead/support requirements efforts by assessing business needs, defining goals and objectives, and decomposing requirements to successive levels of detail
  • Facilitate/support requirements-related workshops with stakeholders
  • Develop, analyze, and document business requirements using a business-process mapping approach tailored and targeted to a specific audience
  • Capture information during facilitated sessions to develop detailed requirements
  • Create and maintain the Business Requirements Document (BRD) and Requirements Traceability Matrix (RTM) to ensure quality and comprehensiveness of all requirements
  • Effectively communicate and convey a thorough understanding of the requirements management lifecycle (RMLC) to stakeholders
  • Proactively identify opportunities to mature the requirements management program, engage with stakeholders, and provide recommendations for improvements
  • Lead/support training and coaching initiatives to increase awareness and adoption of requirements efforts within the team and across the Agency
  • Review submitted requirements artifacts and provide detailed analyses in a timely manner

Skills & Requirements

  • At least 5 years of post-collegiate professional experience 
  • At least 1 years of experience in Business Analysis, Acquisition, Requirements, and/or BPR
  • Understanding of the BABOK, RMLC, and requirements management best practices
  • Experience working with Federal Government, PMO, and/or CoE
  • Highly polished customer engagement
  • Ability to work independently (but part of a larger team) and in some ambiguity
  • Thought leadership and business savvy (ability to offer tailored solutions vice strict compliance)
  • Excellent communication (written and verbal) and consulting skills, including flexibility and adaptability to changing tasks
  • Attention to detail to ensure quality and timely deliverables
  • Ability to quickly adjust and adapt to changing client demands
  • Ability to provide brief, clear, and concise recommendations in a timely manner
  • Proficient with MS Office Suite (i.e., Word, Excel, Visio)

Desired Skills

  • Certified Business Analysis Professional (CBAP) or equivalent (required for senior positions)
  • Familiar with governance, acquisition, business process re-engineering, and/or Systems Development Lifecycle (SDLC) (i.e., Waterfall and Agile methodology)
  • Technical expertise and ability to effectively explain technology to business stakeholders
  • Seasoned trainer and facilitator who has experience leading discussions with senior stakeholders
  • Experience developing requirements documentation
  • Excellent time management skills, conscientious of people’s time
  • Ability to see the bigger picture and apply an enterprise view to their work
  • Smart and capable individual willing to learn
  • Driven individual who takes initiative on any task
  • Strong work ethic

Education:

  • Bachelor’s Degree is required

Location: 

  • Washington, DC (Union Station)

Clearance: Must be able to pass government background in order to obtain Public Trust

Other Considerations: This position is W-2 only; no Corp-to-Corp or 1099 candidates.  Relocation will not be offered. Selected applicants will be subject to a background investigation. Individual’s primary workstation is located in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include use of computer monitor screens up to 80% of time.
