Octo Consulting Group is seeking a PeopleSoft Release Manager to join our growing team.  


  • Forward Plan the release windows and cycles across a portfolio.
  • Manage risks and resolves issues that affect release scope, schedule, and quality.
  • Measure and monitor progress to ensure application releases are delivered on time and within budget, and that they meet or exceed expectations.
  • Coordinate release content and effort based on the service request backlog, pending service requests, third-party applications, or operating system updates.
  • Communicate all key project plans, commitments, and changes including requirements, QA plans, schedule, and scope changes.
  • Manage relationships and coordinate work between different teams at different locations.
  • Conduct Release Readiness reviews, Milestone Reviews, and Business Go/No-Go reviews.
  • Produce Deployment, Run Books and Implementation Plans.
  • Perform Weekly Release Reporting.
  • Communicate release details and schedules to the Business as required.
  • Negotiate, plan and manage all release activities.
  • Work with release engineers to understand impacts of branches and code merges.
  • Maintains the release schedule for all core services and ensure alignment across key partners and vendors.
  • Continually work towards making improvements in the release process.
  • Lead and coordinate the Go-Live activities including the execution of the deployment Plans and checklists.
  • Develops scripts and automation tools used to build, integrate, and deploy software releases to various platforms.
  • Participate in CAB meetings to discuss release scope and/or roadblocks.
  • Maintains a release repository and manages key information such as build and release procedures, dependencies, and notification lists.
  • Researches new software development and configuration management methodologies and technologies and analyzes their application to current configuration management needs.
  • Implement regulatory requirements in accordance with the guidance provided.
  • Develop and implement a Release Management Plan.
  • Coordinate and roll out Critical Releases as required.
  • Execute minor application and interface enhancements in support of day-to-day operations, the support of additional entities, and any other requirements that occur.
  • Roll out Minor and Major Releases as required.
  • Work continuously with the client Release Manager to improve release management processes
  • Work with the client Release Management to manage the scope, budget, and timeline of each release so that each release is completed on budget and has minimal post production issues
  • Develop object migration requests (OMRs) and PeopleSoft projects for system migrations and production releases.
  • Perform engineering analyses regarding the designs for to-be architecture as well as impact of newly released functionalities on the system.
  • Prepare walkthroughs/release notes for major functionality changes to clearly articulate changes planned and correlating impacts in the release.
  • Develop and maintain Capability Summary Documentation (Functionality Areas) for all system modifications completed during the performance period.
  • Ensure that documentation is sufficiently detailed to allow new personnel to study and acclimate with minimal effort.
  • Submit quarterly updates to the Capability Summary.
  • Develop and maintain detailed security documentation with clear description of roles, permissions and configuration updates.

Skills & Requirements

  • Minimum five (5) years’ release and/or project management experience, (solid understanding of project management principles preferred).
  • Eight (8) years’ experience in information systems operations environment in systems analysis or development.
  • Formal training in project management practices preferred.
  • Advanced knowledge of software development lifecycle.
  • Demonstrated ability to coordinate cross-functional work teams toward task completion.
  • Demonstrated effective leadership and analytical skills.
  • Review dependencies and impact of release
  • Manage major, minor and critical releases
  • Conduct walkthrough of release notes for functionality changes to clearly articulate changes planned and correlating impacts
  •  Submit weekly, monthly and quarterly reporting
  • Manage the scope, budget, and timeline of each release
  • Advanced written and verbal communication skills.

Certifications and Clearance: 

  • Treasury Public Trust or Top Secret strongly preferred
  • Preferred ITIL certification
  • Preferred CSM certification 

Required Education: BS in Computer Science, Information Systems, Computer Engineering or equivalent

Physical Requirements:

  • Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc.
  • Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs.
  • Specific vision abilities required by this job include use of computer monitor screens up to 80% of time

Work Environment:

  • Individual’s primary workstation is located in an office area
  • The noise level in this environment is low to moderate
