Octo Consulting Group is seeking a Chief Enterprise Architect to join our growing team in support of large U.S. Army Enterprise Architecture (EA) and Portfolio Management (PfM) Support initiative.

The Chief Enterprise Architect (CEA) will be primarily responsible for maturing the customer’s technical architecture and ensuring that current and planned IT solutions support organizational mission objectives and customer/stakeholder IT needs and requirements. responsible for analysis and documentation of current state architecture to include network, infrastructure, and security components, with prioritization of details necessary to inform decision making for enterprise-level solutions. The CEA will be expected to collaborate with experts of other disciplines in building and communicating a recommendation to the team and to the client organization. The CEA will provide technical advisory support for data center discovery, analysis, consolidation, migration, and modernization of the Army’s overarching application portfolio. The CEA will serve as technical lead to support application migration planning and strategy, recommendations for technical integrations of enterprise services (from legacy computing environments to the enterprise end state – cloud), enterprise architecture for standards and requirements pre-migration, architectural products for the Army software marketplace, and mission analysis and strategic IT planning.



  • Support structured strategic IT planning in several areas (e.g. agency integration, reaction to changes in organizational roles, changes to policy, threats, technology, and changes in how services are provisioned or capabilities introduced)
  • Ensure business drivers and requirements are in alignment with process change and IT service implementation
  • Ensure requirements are in alignment with implementation and solutions
  • Develop engineering diagrams and architectural products compliant with current DoD Architectural Framework (DODAF) standards
  • Participate in monthly meetings focused on the development of IT tactical, strategic, and budget planning and roadmap development
  • Assure application consolidation, migration, realignment, and/or closure plans are in alignment with Data Center Optimization Initiative, open Government Initiatives and similar external drivers
  • Assure alignment to Army IT Capital Planning and Investment Processes
  • Analyze dependencies and intersections with other related Army IT modernization efforts
  • Analyze business processes with recommendations for updating existing processes and introducing new processes
  • Coordinate with stakeholders for development of Enterprise Computing Environment standards and requirements
  • Develop services and support requirements for enduring data centers under prevailing guidance in coordination with enterprise computing stakeholders
  • Evaluate emerging issues and provide recommendations related to technical integration of enterprise services through transition from legacy computing environments to the enterprise end state
  • Develop business intelligence tools and methodologies for data tracking and analysis
  • Use data and trend analysis to discover opportunities for integrated services across mission areas;
  • Provide support for requirements generation, allocation, verification, and validation for acquisition of products and services enabling computing environment transformation

Recommend industry best practice applications to the client mission decision making processes promote a sustainable modernization of an IT environment



Skills & Requirements

  • Bachelor's Degree in an IT related field
  • At least 10 years of post-collegiate professional experience
  • At least 3 years of developing and managing current and target technical architecture information and artifacts for Federal/DoD customers

  • Expert knowledge of the Federal EA framework and other EA frameworks (i.e. DODAF)
  • Knowledge of EA and Portfolio management governance processes
  • Sufficient knowledge developing target architecture mappings, readiness assessment decision trees, and technology adoption tenets Understanding of large-scale DoD or other federal data center consolidation/migration/modernization efforts
  • Experience supporting cloud migration efforts and other large IT projects involving cloud enterprise computing environments
  • Knowledge of Army’s Common Operating Environment Architecture (COE), technical engineering and architecture standards as applied by the Army and DoD, and engineering methodologies
  • Knowledge of IT strategic planning, services development, and deployment
  • DoD Enterprise IT experience in general
  • Knowledge of technical modernization criteria (such as architecture requirements) and related policy and guidance for migrating enterprise-level managed services
  • ybersecurity and compliance expertise for both the current Risk Management Framework (RMF) and legacy DoD Information Assurance Certification and Accreditation Process (DIACAP)
  • Extensive knowledge about modernized computing services and products available in the commercial marketplace and planning for their integration into the Army’s computing environments
  • Familiarity or experience with Army stakeholders such as AAMBO, HQDA CIO/G-6, NETCOM, ARCYBER
  • Knowledge of the Army's Network Campaign Plan 2020 and Cloud Computing Strategy

Clearance Requirements:

  • An active SECRET clearance is required

Physical Requirements:

  • Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc.
  • Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs.
  • Specific vision abilities required by this job include use of computer monitor screens up to 80% of time

 Work Environment:

  • Individual’s primary workstation is located in an office area
  • The noise level in this environment is low to moderate
