Octo is seeking a Director of Recruiting to develop and deliver effective talent acquisition strategies. In this role, you will lead our recruiting team and will effectively leverage internal and external resources to ensure they are properly allocated to support our business needs.


  • Develop and execute talent acquisition strategies that enhance the organization's visibility/reputation in key recruiting markets
  • Help position Octo as an employer of choice among target candidates  
  • Lead and manage the workforce planning process and talent acquisition activities
  • Formulate and implement an employment branding strategy that effectively articulates Octo’s employee value proposition in order to attract top talent 
  • Leverage social networking and other cutting-edge recruiting technologies and tools to connect with a broad and diverse talent network
  • Partner with Octo’s portfolio leaders and Executive team to provide strategy and support for talent acquisition solutions including Employment Branding, Candidate Experience, Employee Referral Program, Intern Programs, College/University Relations, and Onboarding.
  • Work with business and human resource leaders to ensure compliance with applicable DOL rules and regulations, assess future skill requirements, develop appropriate talent recruiting strategies to aid the business in acquiring the requisite skills and capabilities
  • Develop and implement metrics on recruiting and retention including cost per hire, applicant flow, hiring manager, days to fill and new employee satisfaction
  • Ongoing evaluation of existing hiring systems and processes to be assessed and adjusted to allow for support of our fluid work environment and new market locations
  • Assisting in sourcing for open positions

Skills & Requirements

To be successful in this role, you must have experience managing talent acquisition teams within the federal contracting arena.  A depth of knowledge recruiting in the Intel/DOD field is highly desired. 


  • 10 years’ experience in internal corporate recruitment, talent acquisition or relevant HR experience interacting with all levels of an organization
  • 7+ years of leadership/management experience managing a team of recruiters
  • Demonstrated track record of success creating strategic talent programs that support aggressive business growth in a highly specialized and competitive market
  • 5 years of government contracting experience with appropriate knowledge of applicable state and federal laws
  • Expertise in effectively managing full life cycle recruitment, including thorough pre-qualification screening, interviewing and closing candidates across multiple levels and disciplines
  • Experience implementing and improving recruiting process including development and communication of SLAs
  • Exhibit excellent judgment and ability to maintain effectiveness, even in ambiguous and changing situations
  • Experience with workforce planning, resource and bench management,
  • Knowedlgele with compensation bands/averages
  • Demonstrated effectiveness in leading a high-performing talent acquisition team
  • Experience developing and managing an annual recruiting budget of $1M+
  • Experience with multiple applicant tracking systems and leveraging data analytics relative to recruiting and job market trends 
  • Experience integrating talent as a result of acquisitions
  • Professional recruiting and human resources certifications a plus

Physical Requirements:

  • Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc.
  • Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs.
  • Specific vision abilities required by this job include use of computer monitor screens up to 80% of time
