Job Description

Octo Consulting Group is seeking a Records Specialist to support a Federal client. This position will support the development of an overarching records and information management governance framework for physical and electronic records to help with addressing the agency’s records management compliance needs


  • Develop processes and metrics to effectively manage all  records (physical and electronic) created and managed by the client organization
  • Establish the required records management controls to effectively manage records through the records lifecycle within the client organization  
  • Assess and improve agency wide inter business unit governance model that includes the processes and organization structure to ensure best practice records management (RM) policies are being implemented effectively
  • Develop an inventory of business unit software application systems, standards and procedures that require RM governance
  • Develop a plan and process to audit the agency’s RM compliance
  • Develop and maintain an initial electronic RM classification taxonomy
  • Develop an initial RM standard file meta data list for e-records to be collected by business unit systems
  • Maintain a list of future RM projects needed to support the e-record governance objectives laid out by the agency 

Skills & Requirements

  • 10 + years of experience in records management
  • Knowledge of records management (physical and electronic) with technical writing strengths to develop, identify gaps in e-records governance policies and practices
  • Knowledge of electronics records management and content management systems
  • Basic knowledge of processes and best practices recommended by the National Archives for effective RM
  • Ability to interview business stakeholders and system owners to create an inventory of business systems that require e-records governance
  • Proven experience in the development of plans, standards and processes for overall electronic records management
  • Proven experience in auditing business units for records management compliance
  • Possess significant technical writing skills


  • Bachelor’s degree in Information Systems, Business, Public Administration, Library Sciences or related field of study.

Other Considerations: Relocation will not be offered. Selected applicants will be subject to a background investigation. Individual’s primary workstation is located in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include use of computer monitor screens up to 80% of time.
