Octo Consulting Group is seeking an IT Investment Manager to join our growing team in Washington, DC. This individual will be responsible for IT investment management support expertise for a Federal client.

Responsibilities:

  • Perform duties associated with Capital Planning and Investment Control (CPIC) process in satisfying the Office of Management and Budget’s (OMB) preparation, submission and execution of the budget (OMB-A-11) requirement for Information Technology, egovernment, and capital asset management
  • Assess, develop, and recommend strategies to improve investment management processes to keep in line with Federal CPIC mandates.
  • Formulate, compute, monitor, track, and report investment costs and schedules.
  • Develop charge-back (fee-for-service) model and algorithms for designated investments to document project estimated and actual timelines, costs, and total cost of ownership.
  • Aligning programs, projects, and IT services with organizational goals and objectives.
  • Developing and coordinating strategic plans with government stakeholders.
  • Developing and sustaining processes that support the definition and delivery of organizational strategies, goals and objectives.
  • Conducting investment performance management and analysis (e.g., cost, schedule, and performance) against planned baselines established through organizational governance 

Skills & Requirements

  • Must be able to attain a public trust clearance
  • At least 10 years of post-collegiate professional experience
  • At least 7 years of experience in Investment Management, Budget, and Finance, Acquisition, and/or BPR

Desired Skills

  • Experience with the development of OMB Exhibit 300: Capital Asset Plan and Business Case Summary  
  • Experience leading or participating in organizational strategic planning, architecture, investment planning, and/or portfolio management processes.
  • Responsible, reliable, flexible, with strong attention to detail
  • Strong written and verbal communication skills, with experience briefing to senior officials
  • Ability to lead and influence colleagues and customers
  • Experience in use of Lean Six Sigma or Value Stream Mapping for guiding strategic planning and decision support, with ability to lead moderate-to high-complexity initiatives using diverse methods and tools with a focus on achieving needed customer outcomes

Education: Bachelor’s Degree is required

Location: Washington, DC (China Town area)

 

Physical Requirements:

  • Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc.
  • Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs.
  • Specific vision abilities required by this job include use of computer monitor screens up to 80% of time

Work Environment:

  • Individual’s primary workstation is located in an office area
  • The noise level in this environment is low to moderate
