Octo Consulting Group is seeking a Senior-Level Scrum Master t to join our growing team. The candidate will be responsible for advising and facilitating policy, process, and cultural transformation across a major government enterprise, as well as working directly with Agile Programs within the Agency to adopt Agile practices.  This includes developing agile guidance artifacts, creating standards and processes, and training/mentoring program personnel. The Scrum Master will provide hands-on coaching for Programs to facilitate a smooth transformation into Agile processes and capture the best practices for knowledge sharing across the organization.

Responsibilities:

  • Design and develop Agile processes and practices for Agile adoption across a large government agency
  • Work with Agile Programs to identify gaps in Agile delivery, and facilitate improvement
  • Develop an Agile training curriculum and design transformation workshops
  • Lead Agile training and workshops for contractor and government staff
  • Facilitate government transformation of organizational governance functions to enable the adoption of Agile processes and practices by the development team
  • Working with individual Product Owners to assist in creating a product vision and facilitate the collaboration between the Product Owner and team to create a release plan and product backlog
  • Supporting the creation of team charters, including team norms and agreements, definitions of ready and done, release and sprint schedules, and other standards that will help drive team success
  • Supporting the identification and development of user stories, including sizing efforts and story point assignments, identification of story acceptance criteria,  and associating user stories with like stories to create epics
  • Conducting Agile ceremonies such as sprint planning, sprint reviews, sprint retrospectives, daily scrums, and product backlog grooming
  • Supporting Agile engineering practices such as regular code check-in, unit testing, architecture evolution, simple and clear design, regular review and feedback loops with the customer, testing automation and regression testing, including (if appropriate), continuous integration
  • Facilitating product demos for Product Owner

Skills & Requirements

  • Must be able to attain a public trust clearance
  • At least 5+ years of experience as an Scrum Master, Agile Transformation or Agile Coach leading Agile transformation and adoption within federal and/or commercial environments
  • 10+ years professional experience (5+ years in an Agile consulting capacity)

Desired Skills

  • One or more Expert-level Agile certification(s) - SAFe Program Consultant (SPC), Certified Scrum Professional (CSP), ICAgile Certified Professional (ICP) etc. - Scaled Agile Framework experience preferred
  • Experience implementing and continually improving Agile principles and practices, and coaching the customer on the recommended approach 
  • Strong written and verbal communications skills, including the ability to communicate solutions effectively to technical and non-technical audiences.
  • Technical background with a deep understanding of modern Technical Architecture and DevOps practices preferred
  • Innovative thinking – ability to learn new tools and techniques and apply them to the program
  • Responsible, reliable, flexible, with strong attention to detail

Education:

  • Advanced degree preferred (MBA, MS, MIS) or equivalent experience
  • Bachelor’s Degree is required

Location: Washington, DC (China Town)

Clearance: Public Trust clearance required

 

Physical Requirements:

  • Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc.
  • Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs.
  • Specific vision abilities required by this job include use of computer monitor screens up to 80% of time

Work Environment:

  • Individual’s primary workstation is located in an office area
  • The noise level in this environment is low to moderate
