Octo Consulting Group is seeking a smart, ambitious, strategic PeopleSoft Program Manager to join our growing team.  As the PeopleSoft Program Manager you will be responsible for a federal shared service center serving over 200k users. In this role, you will leverage your deep expertise of federal HR Information Systems to lead operations and maintenance. You will manage the core HR hire-to-retire process design and engineering to build scale, efficiency, and compliance with federal HR policies.

Additionally, you must possess a clear mastery of IT information systems best practices, a proven and well-articulated awareness of fundamental aspects of business applications and ERP approaches. You must have a clear understanding and appreciation of the components and dynamics of an Enterprise Architecture, and the agility needed to support shifting priorities and objectives in a dynamic federal office. Moreover, you must exhibit a clear comprehension and appreciation for the postulates and practice of IT Governance in the federal space.

Skills & Requirements

  • Deliver Solutions – Design and implement global technologies and services to meet federal HR business needs; manage development teams on system design and gap analysis, prioritization of critical strategic components of the deployments
  • Business Requirements - Coordinate the collection of business requirements across multiple federal agencies and the documentation of system configuration and integration specifications, test plans and use cases
  • Implementation - Direct the rollout of new and existing functionality to multiple agencies including delivery of standard operating procedures, workflow diagrams, training materials and post-launch support resources
  • Measurement - Develop measures to define progress and success; establish ongoing reporting requirements and key performance indicators for confirming return on investment; maintain project budgets and forecasts
  • Project Management – Develop and maintain project plans, identify resource needs, and manage project schedule; collaborate effectively across teams to define strategy, goals, and commitment to timelines and deliverables
  • Developing Team Capabilities – work at an individual and team level to develop project and program management skills, provide stretch opportunities to advance the team and provide career development for team members
  • Communication - Own communications to project members and stakeholders on progress, issues, and risks including regular status updates and periodic white paper analysis

Preferred Experience and Capabilities:

  • 15+ years of federal experience; at least 10 years' experience in IT
  • 8 years of relevant experience managing HRIS systems, preferably PeopleSoft.
  • Experience implementing processes and providing support for core HR solutions in large-scale, complex environments such as shared service centers
  • Experience designing processes for core HCM technology such as Workday, PeopleSoft, SAP or Oracle HCM
  • Experience with client facing consulting engagements.
  • In-depth understanding of CMMI processes
  • Understanding of Federal government procurement and contract management preferred
  • Experience managing at least 1 PeopleSoft HR development or major enhancement project
  • Technical and/or functional knowledge of PeopleSoft HR v9.2
  • Agile software development experience
  • Knowledge of Federal Shared Services environments
  • Experience supporting Treasury HR Connect system

Certifications and Clearance: 

  • PMP, PgMP, and/or ITIL Certification or equivalent (required)
  • CSM (preferred)
  • Clearable to Active Treasury High Risk Background Investigation (BI) (required)
  • Active Treasury High Risk Background Investigation (BI) (preferred)

Location: Washington, DC

Physical Requirements:

  • Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc.
  • Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs.
  • Specific vision abilities required by this job include use of computer monitor screens up to 80% of time

Work Environment:

  • Individual’s primary workstation is located in an office area
  • The noise level in this environment is low to moderate
