Octo Consulting Group is seeking an infrastructure Lead to join our growing team.  

Infrastructure Lead responsibilities include the following:

  • Environment and database sizing
  • Oracle database planning, installation, tuning
  • Application Environment Management
  • Application Environment Access Controls
  • Application Monitoring and Tuning
  • Configuration Management
  • Environment Maintenance (EODS Security, People tools, Updates and Patches)
  • Supply Management
  • Secondary Product Environment Support (EODS, INCOMPASS, WEBTA, Workforce Analytics

The Infrastructure Lead will propose business process improvements to the application environment.   The Infrastructure Lead will support the Treasury’s HR Connect Program Office (HRCPO) efforts to increase standardization, configuration, improve application performance and reduce complexity. The Infrastructure Lead will adhere to Federal Information Security Management Act (FISMA) regulations and will be subject to Federal information security laws, regulations and policies, including annual security awareness training. The Infrastructure Lead will also adhere to NIST SP 800-171 with regards to cyber security requirements.  Infrastructure Lead will also conduct one (1) disaster recovery exercise (DRE) with customers and bureaus each year to verify connectivity, accessibility, and functionality along with maintenance and updating of all disaster recovery documentation and lessons learned development.  The Infrastructure Lead will also be required to conduct pre-deployment performance tuning as requested by the Government.

The Infrastructure Lead will be responsible for operationally maintaining and supporting all HR Connect PDS (Solaris, Oracle, PeopleSoft, Oracle SOA Fusion and others as applicable), EODS and SSO (SharePoint/.Net - CA), environments including production and non-production environments as well as staging.  The Infrastructure Lead will provide guidance and oversight to, and balance resources for, the Infrastructure team.


Skills & Requirements

  • Expertise in server management, operating system management, security, and networking
  • Strong knowledge of software, middleware, and environments, such as: PeopleTools 8.55, PeopleSoft Update Manager (PUM), PeopleSoft HR 9.2, Sun Solaris 11, WebLogic 12.1, Tuxedo 12.1, Oracle Client 12c.
  • Extensive hands-on experience with PeopleSoft Infrastructure and PeopleSoft System Administration area
  • Extensive performance tuning of PeopleSoft application components and Oracle databases
  • Current experience with PeopleTools and Oracle database
  • Current experience with leveraging ongoing maintenance on Oracle databases in a PeopleSoft Context
  • Working knowledge of Physical Database Server Architectural requirements. 
  • Working knowledge of Archive technologies and strategies.
  • Strong collaboration and verbal and written communication skills
  • More than 7 years’ experience, including at least 1 PeopleSoft HR implementation or maintenance project

Certification and Clearance:

  • PeopleSoft Applications Administrator (preferred)
  • AWS Certified Solutions Architect (preferred)
  • Clearable to Active Treasury High-Risk Background Investigation (BI) (required)
  • Active Treasury High-Risk Background Investigation (BI) (preferred)

Preferred Experience and Capabilities:

  • Experience with 2 or more PeopleSoft HR implementation or major enhancement projects
  • Experience with implementing/deploying Oracle PeopleSoft Cloud suite
  • Strong written and verbal communication skills


BS in Computer Science, Information Systems, Computer Engineering or equivalent

Location: National Capital Region (with frequent (monthly) travel to data centers at Martinsburg, VA and/or Memphis, TN)


Physical Requirements:

  • Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc.
  • Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs.
  • Specific vision abilities required by this job include use of computer monitor screens up to 80% of time

Work Environment:

  • Individual’s primary workstation is located in an office area
  • The noise level in this environment is low to moderate
