Octo Consulting Group is seeking an Architect to join our growing team.  

  • The Architect will perform engineering analyses regarding the designs for to-be architecture as well as an impact of newly released functionalities on the HR Connect System.
  • The Architect will provide relevant advice and guidance demonstrating a comprehensive understanding of the Federal Market space and alignment of commercial and best-practice industry solutions to Treasury and federal agency customer missions.
  • The Architect will provide guidance and recommendations regarding integration strategies of new systems and emerging technology components to the overall architecture and system landscape of the existing HR Connect System.
  • The Architect will ensure the new capabilities meet all Treasury and HRCPO requirements for operations and maintenance. 
  • The Architect will propose business process improvements to the application environment.   The Architect will support the HRCPO efforts to increase standardization, configuration, improve application performance and reduce complexity.
  • The Architect will identify, translate, and map business requirements and change requests in accordance with HRCPO approved Change Management procedures.
  • The Architect should evaluate functionalities available in PeopleSoft 9.2, and capabilities offered with the PeopleTools / PeopleSoft Update Manager (PUM) update in addition to HR Connect functionalities when preparing the functional design.
  • The Architect will create designs that maximize the use of delivered fields and functionality and retire existing customizations in order to create a sustainable application that supports long-term maintenance and reduces upgrade and maintenance costs.
  • The Architect will ensure that electronic and information technology is compliant with the Electronic and Information Technology Accessibilities Standards in 36 CFR 1194 Section 508 within the Architect scope of control specifically provisions 1194.21 a-l, 1194.22 a-p, 1194.31 a-f and 1194.41 a-c.
  • The Architect will ensure that technology is accessible to employees and members of the public with disabilities to the extent it does not pose an "undue burden."
  • The Architect will support Level of Effort estimation. The Architect will provide oversight of design and development activities, to enforce adherence to design standards

Skills & Requirements

  • Experience designing at least 2 new deployments, major upgrades, and/or major enhancements to Oracle PeopleSoft HR based systems for a Federal Government client
  • Knowledge of PeopleTools 8.55, PeopleSoft Update Manager (PUM), PeopleSoft HR 9.2, Sun Solaris 11, WebLogic 12.1, Tuxedo 12.1, Oracle Client 12c
  • Evidence of broad technical vision
  • Strong relationship management, leadership, collaboration, and verbal and written communication skills
  • At least 5 years’ experience as Lead Architect on PeopleSoft-based HR system implementations, major upgrades, and/or major enhancements
  • Senior-level expertise in Cisco, Sun Solaris, and Information Systems Security
  •  Exceptional record of excellent customer-focused communications, partnering and people skills
  •  Design flexibility to meet customer requirements and cost constraints
  •  Significant (10 years or more) expertise leading the design, deployment, operations, and maintenance of large, enterprise class Oracle/PeopleSoft HRC systems
  • Demonstrated experience with Oracle 11g RDBMS, Oracle SOA Fusion, PeopleSoft and Microsoft Windows Server 2008
  • Experience (three (3) years or more) leading the design and deployment of enterprise class SharePoint deployments including at least one (1) year experience with SharePoint 2010
  • Strong experiences and skill directing the network engineering and design for enterprise class PeopleSoft and SharePoint projects
  • Extensive network and application security expertise, knowledge and skills
  • Business and technical experience in designing and deploying an enterprise SSO solution using CA Site Minder to support an Oracle Middleware, PeopleSoft HRC and Microsoft SharePoint Portal systems
  • Experience with Shared Services and a complex architecture with multiple integration points to a PeopleSoft system

Certifications and Clearance: 

  • SOA (preferred)
  • AWS Certified Solutions Architect (preferred)
  • Clearable to Active Treasury High-Risk Background Investigation (BI) (required)
  • Active Treasury High-Risk Background Investigation (BI) (preferred)

Preferred Experience and Capabilities:

  • Hands-on experience with PeopleSoft HR and PeopleTools, and PeopleSoft Update Manager
  • Experience designing Oracle PeopleSoft HR cloud solutions
  • Experience supporting Treasury HR Connect system

Education:

  • BS in Computer Science, Information Systems, Computer Engineering or equivalent (required). 
  • MS in Computer Science, Information Systems, Computer Engineering or equivalent (preferred)

Physical Requirements:

  • Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc.
  • Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs.
  • Specific vision abilities required by this job include use of computer monitor screens up to 80% of time

Work Environment:

  • Individual’s primary workstation is located in an office area
  • The noise level in this environment is low to moderate
