The Applications Management Lead shall serve as the chief technical authority for deployed applications and be responsible for managing all application deployment, administration, troubleshooting, maintenance, technical support, help desk and training activities. The individual shall work with other customer organization functional areas to assure timely resolutions for problems with supported applications. Experience with the job functions listed below is highly desirable, but not mandatory. Primary job duties and responsibilities may include, but are not limited to the following:

  • Manage an applications portfolio in a large complex 24x7 enterprise environment
  • Lead large teams comprised of varying labor skill sets from different departments teams in an enterprise organization
  • Mentor and train colleagues on new techniques and technologies
  • Streamline application portfolios to reduce costs
  • Support legacy system modernization planning; evaluate and make recommendations for updating, replacing, or retiring specific applications
  • Prepare and present reports to all levels of management
  • Demonstrate Application Management Subject Matter Expertise/Technical expertise in Microsoft Operating Systems and application technologies such as a .NET, ASP, Oracle, MVC and Java
  • Manage the client relationship with the Army IT customer including senior level coordination and synchronization
  • Participate in financial reviews, Program Management, and technical reviews with the customer
  • Manage the development and implementation of a Hosting Execution Plan
  • Oversee application hosting operations, including deployment, rollback planning, and configuration & change management
  • Oversee application monitoring and Tier 2/3 support operations
  • Manage team of application administrators to perform routine and unscheduled application patch management and security hardening
  • Support the management of application licenses
  • Support the implementation and management of a user application training program, including the development and delivery of training materials
  • Support the implementation, sustainment, and continuous process improvement of IT Service Management (ITSM) and Capability Maturity Model Integration (CMMI) processes
  • Develop customer strategies and plans for application Continuity of Operations (COOP) and Disaster Recover (DR)


Skills & Requirements

Minimum Required Skills:

  • Three or more years experience operating under an SDLC model with the ability to conform to established processes
  • Comprehensive knowledge of and demonstrated experience with the BMC Remedy ITSM Suite
  • Demonstrated knowledge of the IT Infrastructure Library (ITIL) IT Service Management practices and Microsoft infrastructure technologies; ITIL and Microsoft Certified Solutions Expert (MCSE) professional certifications desired
  • Education in a field that provides substantial knowledge useful for managing IT requirements similar to those of the PWS requirements, or demonstrated experience relevant to managing IT requirements similar to those of the PWS requirements
  • Strong understanding of Army and Joint classified and unclassified networks
  • Experience with data center and cloud computing technologies
  • Experience operating with the Army IT and signal communities, as well as DISA
  • Strong stakeholder relationship management skills
  • Capable of using MS Office tools to prepare documents, spreadsheets, and presentations
  • Excellent communication skills (writing, speaking and listening)


  • Bachelor’s degree required, Master’s degree desired

Security Clearance:

  • Active DOD Secret level clearance required

Physical Requirements:

  • Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc.
  • Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs.
  • Specific vision abilities required by this job include use of computer monitor screens up to 80% of time

Work Environment:

  • Individual’s primary workstation is located in an office area
  • The noise level in this environment is low to moderate
