The Applications Development Lead serves as the lead technical software engineer and development project manager. Experience with the job functions listed below is highly desirable, but not mandatory. Primary job duties and responsibilities may include, but are not limited to the following:

  • Perform Software Development Project Management in a complex enterprise environment with simultaneous active projects; oversee execution of the software development lifecycle
  • Oversee the development of test cases, manage testing and demonstration activities
  • Oversee Release Management activities
  • Oversee implementation of Application Security including management of DISA Security Technical Implementation Guides (STIGs) and institutionalization of the Risk Management Framework
  • Work with multiple project management methodologies
  • Mentor and advise colleagues on new application development techniques and technologies, such as Scrum, applying security principles during application development, and how to properly implement new .NET Framework Application Programming Interfaces (APIs)
  • Prepare and present reports to all levels of management
  • Demonstrate Application Development Subject Matter Expertise/Technical expertise with Microsoft programming languages and tools and/or those languages and tools such as .NET, ASP, Oracle, MVC and Java
  • Manage the client relationship with the customer including senior level coordination and synchronization
  • Apply a full range of engineering management skills to oversee optimal solution engineering and development
  • Participate in financial reviews, Program Management, and technical reviews with the customer 

 

Skills & Requirements

Minimum Required Skills:

  • Three or more years experience operating under a System Development Lifecycle (SDLC) model with the ability to conform to established processes
  • Familiarity with Rapid Application Development and Agile methodologies, including Scrum; Certified Scrum Master and/or Scaled Agile Framework (SAFe) Agilist professional certification desired
  • Microsoft Certified Solutions Developer (MCSD), Microsoft Certified Professional Developer (MCPD) certification, or demonstrated equivalency
  • Education or demonstrated recent (within the past five years) experience in a field that provides substantial knowledge useful for developing and managing IT applications and infrastructure
  • Experience with data center and cloud computing technologies
  • Experience operating with the Army IT and signal communities, as well as DISA
  • Strong stakeholder relationship management skills
  • Capable of using MS Office tools to prepare documents, spreadsheets, and presentations
  • Excellent communication skills (writing, speaking and listening)

Education:

  • Bachelor’s degree required, Master’s degree desired

Security Clearance:

  • Active DOD Secret level clearance required

Location:

  • Arlington, VA

Physical Requirements:

  • Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc.
  • Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs.
  • Specific vision abilities required by this job include use of computer monitor screens up to 80% of time

Work Environment:

  • Individual’s primary workstation is located in an office area
  • The noise level in this environment is low to moderate
