The Program Manager shall serve as the Government’s Primary POC for the customer’s Enterprise Application Program and shall be authorized to report on the status of and direct all activities and staff under this effort. Knowledge of and practical work experience with the job functions listed below is highly desirable, but not mandatory. Primary job duties and responsibilities may include, but are not limited to the following:

  • Plan, direct, and manage a portfolio of complex IT projects and operations
  • Manage and supervise a cross-functional team of application developers, administrators and IT security professionals; Oversee a team of company and Subcontractor resources to deliver critical capabilities to the customer; Manage personnel morale and ensure appropriate manning and skill mix of delivery team
  • Effectively manage cost, schedule, performance and customer satisfaction for a large performance-based services contract with both fixed price and labor hour work streams
  • Lead customer support Business Administration activities, including but not limited to budgeting, service delivery coordination, knowledge management, and modernization planning; Apply knowledge of resource planning and execution processes to support customer program planning, decision briefings, and progress assessment
  • Coordinate with customer organization to educate user/consumer community on application development and management service availability, service delivery processes, and capabilities
  • Deliver both oral and written communication to the highest levels of customer and company management
  • Manage the relationship with the customer including senior level coordination and synchronization
  • Apply a full range of program management strategies, philosophies, policies, and procedures to perform a wide range of IT management and solution activities to include support for Systems Development Lifecycle (SDLC) milestone reviews 
  • Identify performance gaps (operational, training, etc.); develop and implement repeatable, sustainable processes to increase operational efficiencies
  • Produce briefings and reports and facilitate Internal Review Boards (IRB), financial reviews, Program Management Reviews (PMR), and technical reviews in coordination with the customer
  • Assist in review and analysis of cost and schedule estimates associated with Engineering Change Proposals (ECPs), Contract Change Proposals (CCPs), change orders, and prime contract modifications
  • Oversee the development, analysis, and maintenance of Integrated Master Plans/Integrated Master Schedules (IMP/IMS)
  • Coordinate with company human resources/operations and customer to manage project resources 

 

Skills & Requirements

Minimum Required Skills:

  • Degree, or demonstrated up to six (6) years of recent equivalent experience, with a major in a field that provides substantial knowledge useful for managing IT requirements; Master’s degree preferred
  • General knowledge of the Standard Capability Maturity Model Integration (CMMI) Method for Process Improvement (SCAMPI A) and CMMI Level II process requirements and procedures
  • Knowledge of industry accepted standards and best practices related to business application efforts
  • Knowledge of Defense FAR Supplement (DFARS) Regulations and Requirements
  • Knowledge of Federal Financial Management Regulation (FMR) Fiscal Appropriation Policies and Procedures
  • Knowledge of Application Development and Management Operations
  • Knowledge of Help/Service Desk Operations
  • Knowledge of DoD Application Security Requirements
  • Familiarity with Rapid Application Development and Agile methodologies, including Scrum
  • Experience with data center and cloud computing technologies
  • Experience operating with the Army IT and signal communities, as well as DISA
  • Strong stakeholder relationship management skills
  • Capable of using MS Office tools to prepare documents, spreadsheets, and presentations
  • Excellent communication skills (writing, speaking and listening)

Education:

  • Degree, or demonstrated up to six (6) years of recent equivalent experience, with a major in a field that provides substantial knowledge useful for managing IT requirements; Master’s degree preferred

Security Clearance:

  • Active DOD Secret level clearance required

Location:

  • Arlington, VA

Physical Requirements:

  • Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc.
  • Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs.
  • Specific vision abilities required by this job include use of computer monitor screens up to 80% of time

Work Environment:

  • Individual’s primary workstation is located in an office area
  • The noise level in this environment is low to moderate
