Octo Consulting Group is seeking a Chief Architect o join our growing team.  This position will provide specialized architecture support services to build on the current next generation architecture, provide support across all next generation initiatives including enterprise, integration for supporting systems and consistency across at a federal government agency.

 

Responsibilities

 

  • Work collaboratively with a team designated by the customer to identify task priorities and provide a breakdown of responsibilities, deliverables, and timeline.
  • Provide guidance for strategic and annual planning including identification of dependencies and overlaps and gaps and priorities of projects.
  • Analyze, identify, refine the existing requirements, high-level features list, and user stories to prioritize the execution of the functional and technical requirements.
  • Create the Solution/System Design Document (SDD) on an integrated architecture including the approved technologies, integration with core business systems and services and other supporting systems, enterprise initiatives and infrastructure.
  • Provide monthly updates no later than (NLT) the last business day of each month in the designated repository.
  • Provide architecture oversight, analysis, and evaluation of all aspects necessary to plan, design and deliver highly available systems and services, including the identification and consideration of the following items:
  • Review and Approvals (Governance Board, End User, Legal)
  • Service Oriented Architecture (SOA) and Services Framework
  • Commercially available Off-The-Shelf (COTS) Analysis
  • Business Process and Work Flow
  • Data, Data Format, Data Migration, Database Design and Content Management
  • Open Data Initiatives including providing data of interest to industry and the public at large
  • Storage Needs
  • Infrastructure Architecture
  • Federal Mandates and Directives (i.e. OMB, Section 508, Security, Privacy)
  • User Interface Planning (Design Services)
  • Software Development and Testing
  • Hardware Needs for Production, Development, and Testing
  • Service Level Agreements for Availability and Performance
  • Tools and Licensing Needs for Production, Development, and Testing
  • Disaster Recover and High Availability
  • Consistency across Development/installations and other Enterprise Initiatives
  • Configuration Management including automation of deployment
  • Monitoring, Metrics and Operations Support
  • Helpdesk Training
  • Security
  • Other areas identified by Contractor or Government
  • Provide review, recommendations, governance presentations, strategy and guidance to the team including the CTO on the Technical Stack(s).
  • Provide review, recommendations, governance presentations, and guidance to the team including the CTO for all design, development, test, infrastructure, integration with enterprise initiatives and production deployment.
  • Support Executive Briefings and provide an overview of architectures and strategies when requested. This shall include recommendation and justification of associated business unit Architecture and Strategy, solutions to issues with current systems and any recommended alternative approaches and justification.
  • Identify, prioritize, and maintain technological debt logs to track trade-offs during the design and development and identify and provide solutions and mitigations.
  • Updates to the debt log will be delivered to the government on the 15th and 30th, or the preceding workday, of each month when needed.
  • Review and update Architecture Standards and Guidelines.
  • Recommend and document supplemental standards.
  • Identify dependencies, issues, impacts, and risks associated with architecture, design, and development projects on existing and external vendors systems.
  • Provide recommended solutions and mitigation strategies as necessary.
  • Review designs and solutions for development as well as for the current production systems enhancements to facilitate the migration and/or integration to/with the next generation systems in all areas.
  • Participate in design reviews for core business units to facilitate integration.
  • Review current production systems to ensure that the issues are not carried over to the next generation.
  • Provide solutions where they would exist or if they hinder next generation initiatives.
  • Review current System Design Documentation template (SDD) and provide recommendations and documentation for improvement.
  • The position will provide weekly status as well as notification of any issues or slips in the schedule to the task order manager. The weekly status shall provide details on the activities completed in the previous period, hours burned, activities planned for the upcoming week, slips and impacts to schedule, and meetings attended.
  • Position will participate in reviews with steering committees and senior managers and attend all additional meetings as directed by the task order manager
  • Follow, and ensure all architecture efforts follow, customer processes, procedures, policy, and standards including the System Development Life Cycle (SDLC).
  • Documentation must be Section 508.

 

Skills & Requirements

Minimum Required Skills:

Expert proficiency in:

  • Operating a modern open-source digital platform and Content Management System’ functions
  • WordPress CMS (large scale)
  • Apache and NGINX

Experience in and Knowledge of:

  • AWS and other cloud service providers
  • Database development and administration with Oracle, MySQL, etc.
  • All hosting related services & activities
  • GSA DigitalGov search integration and support
  • Testing and Quality assurance in agile
  • Unix/Linux system administration
  • Log processing for data analytics and security forensics
  • Standard markup languages (e.g HTML5, CSS3)
  • All networking, firewall, load balancing and connectivity related activities that include hardware

Other experience in:

  • Other open source CMS
  • Content-delivery networks
  • Web Server software systems
  • PHP, Rails, JSON, etc. (any other middleware/frameworks) 

Preferred Skills:

  • 508 compliance UX
  • C&A experience
  • Security Test and Evaluation (ST&E) of government systems
  • FITSP Certification (or equivalent)
  • FISMA knowledge
  • OMB A-130 knowledge
  • ZenDesk knowledge

Education:

  • Bachelor’s degree

Security Clearance:

  • Candidates with an Active DOD Secret level clearance will be given preference

Location:

  • Arlington, VA

Physical Requirements:

  • Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc.
  • Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs.
  • Specific vision abilities required by this job include use of computer monitor screens up to 80% of time

Work Environment:

  • Individual’s primary workstation is located in an office area
  • The noise level in this environment is low to moderate
