Job Description

Octo Consulting Group is seeking a Portfolio Management Lead in support of a future, large Enterprise Architecture (EA) and Portfolio Management (PfM) Support initiative. This individual will be responsible for leading the Portfolio and Program Management teams to develop, implement and manage all Portfolio and Program Management strategies for the customer. The Portfolio Management Lead reports directly to the Senior Program Manager and interfaces with a Government PMO, senior federal executives, contracting office, and other customer stakeholders, including EA and PM/PfM personnel.

Responsibilities:

  • Coordinate the planning, development, and delivery of all Portfolio Management and Governance Support services and artifacts
  • Coordinate and integrate EA, IT investment planning/review, and project management activities and standards and into a cohesive approach to IT solution planning and management across the organization
  • Lead effort to incorporate strategic/tactical planning services and federal best practices to better support organizational performance goals and mature overall PMO services
  • Serves as the lead for the Program management team responsible for managing team tasks and reporting to the client and Senior Program Manager
  • Develops and delivers all program management artifacts, including status reports, financial reports
  • Develops and presents potential courses of action and recommendations with respect to PM/PfM methodologies and processes to leadership
  • Facilitates planning sessions within Federal functional groups that yield clear cost, schedule, and performance milestones
  • Creates integrated master schedules using shared project plans and enterprise resources
  • Balances resources across integrated project schedules, establishes deadlines, and maintains the project burn rate
  • Works collaboratively with the Senior Program Manager to develop business cases that analyze complex trade-offs of IT investment options to help Board-level decision-making
  • Maintains expert knowledge of PM and PfM processes, strategies, and approaches
  • Navigates complexities of the SDLC process to ensure project approval and success
  • Lead effort to adopt Agile framework across FDIC IT and PMO landscape

Skills & Requirements

  • At least 15 years of post-collegiate professional experience
  • At least 5 years of experience leading a project team (preferably in a concurrent fashion)

Desired Skills

  • Project Management Professional (PMP) certification
  • Presents exceptionally well to senior executives
  • Influences decisions that support the organization's strategic plan
  • Excellent communicator (writing, speaking, listening) with experience leading discussions
  • Expert knowledge of the PMBOK and associated program management strategies
  • Expert knowledge and use of the MS Office suite (Word; Excel; PowerPoint; Project; Visio) to prepare documents, spreadsheets, and presentations
  • Experience with large, complex IT projects and organizations
  • Exposure to Federal Governance processes for SDLC gate controls and budget approval
  • Familiarity with the tenets of Agile adoption within Federal Environments
  • Demonstrated history of coordinating projects requiring full participation across the enterprise (functional groups)
  • Ability to work within highly-political environments
  • Ability to communicate effectively, encourage teamwork, engage stakeholders and influence decisions
  • Familiarity with an iterative SDLC framework such as the Rational Unified Process (RUP)

Education:

  • Bachelor’s Degree is required

Other Considerations: This position is W-2 only; no Corp-to-Corp or 1099 candidates. US citizenship is mandatory, per contract clearance requirements. Relocation will not be offered. Selected applicants will be subject to a background investigation. Individual’s primary workstation is located in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include use of computer monitor screens up to 80% of time.
