Octo Consulting Group is seeking a Cost Analyst to join our growing team.  This position supports a major U.S. Army enterprise network transformation program as they deliver capabilities that provide the full spectrum of network and information services for a globally connected Army that offers Soldiers.

Primary job duties and responsibilities may include, but are not limited to the following:

  • Provide Business, Cost Estimating, and Financial Management support necessary for an Army PMO, to include support analysis for the preparation of the Program Objectives Memorandum (POM), spend plans, and various other budget-related documents required by the Government.
  • Experience developing Independent Government Cost Estimates (IGCE).  Knowledgeable of the components that comprise a cost estimate.
  • Provide expertise in earned value management, cost analysis, cost estimating, budget planning, tracking, and execution.
  • Analyze proposals, and other documentation, to prepare time, cost, and labor estimates; and prepare estimates for selecting vendors or subcontractors, and determining cost realism.
  • Review Basis of Estimate and Rough Order of magnitude data to determine material and labor requirements, and prepare itemized lists, as required. 
  • Prepare time, cost, and labor estimates for products, projects, or services, applying specialized methodologies, techniques, or processes.
  • Compute cost factors used for preparing estimates for management and determining cost effectiveness.
  • Direct Army PMO financial management and administrative activities, such as budgeting, manpower and resource planning, and financial reporting.
  • Track funding from CIO/G6 as well as customer funds for reports to Program leadership
  • Evaluate the commitment and obligation rates and report status on all financial related matters to the Business Management Division (BMD).
  • Develop cost breakdown structures, prepare charts, tables, graphs and diagrams to assist in analyzing problems.
  • Prepare status briefings for Program leadership showing manpower levels, investments, and cash flow.
  • Compiles, consolidates, reviews and analyzed budget and manpower estimates from assigned directorates/missions. Evaluates data submitted for consistence with historical data, current levels of operations, and anticipated changes in staffing and/or funding levels. Revises data as needed based on workload levels.
  • Analyzes, monitors, and tracks expenses, and the net operating result of assigned areas to insure sufficient, proper distribution and utilization of funds throughout the execution phase of the annual budget. Verifies that revenue and expenses occur on a timely basis in accordance with the annual work plan and regulatory controls and are within amounts programmed. Reviews and edit budgets, actual cost versus proposed estimated cost, and variances submitted. 
  • Applies operations research (cost management and analysis) techniques to estimate costs in support of critical milestone decisions throughout the life cycle of the program.
  • Develops cost estimates, lifecycle cost analysis, economic analysis, cost-benefit analysis, and metrics related to PEO EIS in order to estimate its cost to the detail required by the Program Office Estimate (POE). Exercises expert knowledge of Department of Defense (DoD) Program Analysis and Evaluation policies, and serves as a primary technical authority for POE as well as Earned Value Management (EVM) Systems.
  • Responsible for implementation management direction and guidance over all POE and EVM development relevant to PEO EIS mission and functional activities. Assure compliance with Congressional, DoD, Headquarters, Department of Army (HQDA), Program Executive Office, Enterprise Information Systems (PEO EIS), PM directives.



Skills & Requirements

Required Skills:


  • Candidates must have a minimum of six (6) years’ experience in providing budget and cost to the federal government.
  • Experience working with GFEBS
  • Strong organizational management skills including the ability to manage multiple tasks, management of program and leadership calendars and experience in supporting the day to day operations of a high-visibility program office
  • Understanding of government contracting, budgets, costs and logistics.
  • Capable of using MS Office tools to prepare documents, spreadsheets, and presentations; Microsoft Excel expert user
  • Excellent communication skills (writing, speaking and listening)
  • Proactive attitude to adapt and adjust as necessary to meet short suspense’s and changing mission requirements
  • Self-starter able to manage tasks with little or no supervision?


·         Bachelor’s Degree from a recognized and accredited university, or equivalent


  • Active DoD SECRET required


  • Springfield/Fort Belvoir


Physical Requirements:

  • Regularly required to sit for extended periods up to 80% of time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc.
  • Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs.
  • Specific vision abilities required by this job include use of computer monitor screens up to 80% of time
