Job Description

Octo Consulting Group is seeking a Sr. Cost Analyst in support of a future, large COOP initiative and other ancillary IT service contacts. This individual will develop cost estimates and associated cost strategies for presentation to senior federal executives. The Sr. Cost Analyst will report directly to the Project Management Lead and interfaces with a Government PMO, contracting office, and other stakeholders, including EA and PM/PfM personnel.

Responsibilities:

  • Performs all cost-related and financial analysis for required business cases to support complex trade-offs of IT investment options to help Board-level decision-making
  • Develops all cost-related program management artifacts, including cost estimates, project budgets, burn rates, variance reports, etc. as requested
  • Leverages expertise in project estimation techniques to establish basis of estimates and estimates related to specific IT requirements
  • Establishes and maintains all financial records for the project
  • Assists the Project Management Lead with development and adherence to the project budget
  • Attends or conducts project meetings to ensure effective project control
  • Works proactively to identify financial risks and resolve with members of the project team
  • Works collaboratively with Enterprise Architecture (EA), Portfolio Management (PfM), and Capital Planning and Investment Control (CPIC) personnel
  • Maintains expert knowledge of cost development strategies and approaches

Skills & Requirements

  • At least 8 years of post-collegiate professional experience
  • At least 3 years of experience developing cost estimates

Desired Skills

  • Familiarity with industry standard cost benefit analysis and cost estimation tools
  • Presents exceptionally well to senior executives
  • Expert knowledge and use of the MS Office suite (Word; Excel; PowerPoint; Project; Visio) to prepare documents, spreadsheets, and presentations
  • Experience with large, complex IT projects and organizations
  • Exposure to Federal Governance processes for SDLC gate controls and budget approval

Education:

  • Bachelor’s Degree is required

Other Considerations: This position is W-2 only; no Corp-to-Corp or 1099 candidates. US citizenship is mandatory, per contract clearance requirements. Relocation will not be offered. Selected applicants will be subject to a background investigation. Individual’s primary workstation is located in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include use of computer monitor screens up to 80% of time.
