Job Description

Octo Consulting Group is seeking an experienced IT Strategy Manager to join our growing team in support of a Federal customer in Arlington, VA. 

Skills & Requirements

  • Demonstrated history of coordinating projects requiring full participation across the enterprise (functional groups)
  • Five years of experience managing integrated master schedules using shared project plans and enterprise resources.
  • Ability to work collaboratively at the Senior Director level within complex Federal Agencies. Must be able cite C-level IT investment presentations for Board-level business cases requiring complex trade-off scenarios to help the customer navigate their optimal technology investment options.
  • Familiarity with a standardized Enterprise Architecture framework and how this serves the customer as a business planning tool.
  • Applied experience with Portfolio Management processes that scale within Federal environments as their number of systems grow and become more diverse.
  • Ability to balance resources across integrated project schedules, set project baselines, demonstrate critical path, and project burn rate.
  • Ability to work within highly-political environments. Personal communication style that encourages teamwork when engaging stakeholders with a myriad of agendas, requirements, and constraints.
  • Familiarity with an iterative SDLC framework such as the Rational Unified Process (RUP)
  • Familiarity with the tenets of Agile adoption sufficient to incorporate Agile behaviors within legacy SDLC (RUP) in an effort to help the customer experience incremental progress towards full Agile adoption.
  • PMBOK required.

Other Considerations: This position is W-2 only; no Corp-to-Corp or 1099 candidates. US citizenship is mandatory, per contract clearance requirements. Relocation will not be offered. Selected applicants will be subject to a background investigation. Individual’s primary workstation is located in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include use of computer monitor screens up to 80% of time.
