Job Description

Octo Consulting Group is seeking a Senior Program Manager to provide leadership and coordination in support of a future, large Enterprise Architecture (EA) and Portfolio Management Support initiative. This individual will be responsible for driving the overall approach with senior federal executives and managing two project teams. The Senior Program Manager reports directly to the Government client (executive level) and interfaces with a Government PMO, contracting office, and other stakeholders, including EA and PM/PfM personnel.


  • Serves as the program manager responsible for organizing, directing, and managing all aspects of three distinct project teams
  • Provides leadership and coordination of the enterprise architecture and program/portfolio management project teams
  • Leads program efforts by managing the project teams and reporting to the client
  • Provides thought leadership and direction to the CIO to ensure that strategic and tactical plans reflect and support customer mission needs and priorities
  • Develops and delivers all program management artifacts, including status reports, financial reports
  • Develops and presents potential courses of action and recommendations to leadership
  • Develops a standardized reporting approach to ensure progress is accurately represented to enable sound-decision making
  • Ensures contract deliverables meet performance and quality standards
  • Promotes a positive work environment to develop high-quality professionals

Skills & Requirements

  • At least 15 years of post-collegiate professional experience
  • At least 8 years of experience leading project teams (preferably in a concurrent fashion)
  • Project Management Professional (PMP) certification

  • Excellent communicator (writing, speaking, listening) with experience leading discussions
  • Expert knowledge of the PMBOK and associated program management strategies
  • Expert knowledge of Portfolio Management and EA development, management and governance strategies
  • Prior experience incorporating Agile concepts into a systems development life cycle phases.
  • Expert knowledge and use of the MS Office suite (Word; Excel; PowerPoint; Project; Visio) to prepare documents, spreadsheets, and presentations
  • Experience with large, complex IT projects and organizations


  • Bachelor’s Degree is required

Other Considerations: This position is W-2 only. Relocation will not be offered. Selected applicants will be subject to a background investigation. Individual’s primary workstation is located in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include use of computer monitor screens up to 80% of time.
