Job Description

Octo Consulting Group is seeking a Program Analyst to join our growing team. As a Program Analyst you will be responsible for providing support to a small team of Agile-mind program and project managers providing Agile transformation support to a major government enterprise.  This includes helping the Program Manager establish a transformation strategy and supporting its implementation, working with government program leadership on Agile adoption, helping to facilitate transformation workshops, monitoring transformation status, reporting on productivity improvement, documenting standards and processes, and enabling training of personnel. The Program Analyst will be engaged throughout the enterprise transformation to facilitate a smooth transformation into Agile processes.


  • Support a program delivery team with the design and development of Agile program management processes and practices for Agile adoption across a large government agency
  • Provide business level support to the Program, including but not limited to: developing project status reporting using various tools such as MS Project or Jira, developing epics and user stories and for program level activities and ensuring timely enter into appropriate task tracking tools; providing administrative support such as onboarding staff, recruitment, scheduling meetings, developing communications, and supporting the government with property, facilities and space management activities as required.
  • Support the development of an Agile training curriculum and support the design of transformation workshops.
  • Support the execution of Agile training and workshops for contractor and government staff.
  • Develop client relationships based on value and personal interactions by exceeding client expectations throughout the project.
  • Facilitate government transformation of organizational governance functions to enable the adoption of Agile processes and practices by the development teams

Skills & Requirements

  • 3-5 years’ experience providing business and administrative support to a government agency
  • Knowledge of Agile software development practice a plus.
  • Strong written and verbal communications skills, including the ability to communicate effectively to technical and non-technical audiences.
  • Technical background with an understanding of PMO processes and practices preferred
  • Experience with task management tools such as MS Project and Jira highly desired
  • Innovative thinking – ability to learn new tools and techniques and apply them to the program
  • Ability to work independently or at the direction or government executives with limited oversight
  • Experience using Microsoft tools such as Excel, PowerPoint and SharePoint required.

Other Considerations:  Relocation will not be offered. Selected applicants will be subject to a background investigation. Individual’s primary workstation is located in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include use of computer monitor screens up to 80% of time.
