Job Description

Octo Consulting Group is seeking Senior Project Management Specialist (Project Manager III) to support the US Army’s IT transformation by acquiring services from commercial industry using performance-based principles and IT service delivery best practices.

The position is located onsite at Ft. Belvoir, VA and is responsible for a full range of contracting functions including pre-award and post award activities for a variety of complex IT requirements in support of key stakeholders worldwide.

Responsibilities:

  • Serve as the manager for a large, complex task order (or a group of task orders affecting the same common/standard/migration system)
  • Assist the Program Manager in working with the Government Contracting Officer (KO), the task order-level TMs, Government management personnel, and customer agency representatives
  • Manage the overall management of the specific task order(s) and insuring that the technical solutions and schedules in the task order are implemented in a timely manner
  • Perform enterprise wide horizontal integration planning and interfaces to other functional systems
  • Develop well-written defined requirements and justifications and project scope statements for individual projects in accordance with PMO and customer mission
  • Manage the cost, schedule, and performance of daily activities for several projects
  • Track the project budgets against the actual costs and forecast costs to completion
  • Maintain and update the integrated master schedule (IMS) and project plans in MS Project
  • Produce briefings, reports, policies and procedures
  • Report project status on a weekly basis (orally and in writing) to key project participants such as senior Army leaders and other project stakeholders
  • Escalate unresolved issues in a timely manner and communicate decisions
  • Facilitate networking interactions between DoD customers and industry
  • Generate and promote the use of templates, schedules, and best practices
  • Project overarching scope statements, manage complex IT project plans and necessary changes, and control the project, in part, by leveraging formal change management identifying and mitigating risk
  • Communicate to and influence personnel at all levels of the organization

Other Responsibilities Include, But Are Not Limited To:

  • Performs thorough Acquisition planning ensuring compliance with Federal Acquisition Regulations (FAR) and acquisition policies and procedures
  • May participate as a non-voting advisor in source selection evaluation boards
  • Prepares justification and approvals for sole source and other requirements
  • Collaborates with technical personnel in development requirements and best value award factors
  • Provide a full range of IT acquisition engineering related activities (e.g., strategies to support customer portfolio, contract decision briefings, requirements assessment, etc.)
  • Provide IT acquisition engineering support to globally complex IT portfolio
  • Identify performance gaps (operational, training, etc.); develop and implement repeatable, sustainable processes to increase operational efficiencies
  • Leads cross-functional (business and technical) team discussions 

Skills & Requirements

  • 7-10 years of experience minimum as an effective project manager in projects with medium to large complexity in government or industry supporting DoD client
  • Proficiency in MS Word, Excel, Outlook, MS Project, and Power Point required
  • Project Management Professional (PMP) preferred
  • Must be experienced in Army/Department of Defense (DoD) acquisition, budget and Information Technology (IT) voice systems lifecycle management
  • Knowledgeable regarding Program Management Office (PMO) project management methodology
  • Strong analytical and communication skills with in-depth experience utilizing all facets of Microsoft Project, Word and Excel
  • Sufficient DoD financial understanding to facilitate the compilation and communication of project finances
  • Excellent communication skills (writing, speaking, and listening)
  • Federal Government and/or consulting experience
  • Certified Federal Contracts Manager (CFCM) preferred
  • Information Technology Infrastructure Library (ITIL) preferred
  • Command, Control, Communications and Intelligence (C4I) and/or complex IT government developed systems and components experience
  • Substantive knowledge of the fundamentals of program management, systems engineering, and systems standards
  • Substantive knowledge of Army/DoD, FAR/DFARS knowledge, Acquisition regulations, processes, development, and contract management
  • Working knowledge of the Program Executive Office and Resource Sponsors, organizations, processes, programs, and policies
  • Demonstrated ability in resource planning, contract management, program development, and execution.
  • Experience supporting Enterprise IT networks, data centers and systems project/program management
  • Experience operating with the ASA(ALT), CIO/G6 and PEO-EIS communities
  • Strong stakeholder relationship management skills
  • Responsible for monitoring, tracking, recommending, and mitigating program risk, seeks opportunities for potential consolidation and efficiency, and ensures supportable, integrated, and interoperable solutions.
  • Able to travel to CONUS or OCONUS locations as needed to support job duties
  • Strong consulting and client management skills
  • Project management, analytical, and critical thinking skills
  • Ability to multi-task across assignments and engagements as needed
  • Desire to work in a collaborative environment, and to solicit and provide constructive feedback
  • Ability to think strategically, and actively participate in discussions with client, management and staff
  • Ability to work autonomously and build relationships

      Education:

  • Bachelor's degree from an accredited education institution in a technical discipline or certificate/and/or experience commensurate to education
  • MBA a plus

  • Active DoD SECRET

Physical Requirements:

  • Regularly required to sit for extended periods up to 80% of time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc.
  • Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs.
  • Specific vision abilities required by this job include use of computer monitor screens up to 80% of time
