Octo Consulting is seeking a Program Manager who will provide day-to-day oversight for assigned Federal Civilian accounts / programs and ensure the overall scope, cost, business and technical requirements are understood, implemented and monitored. The Program Manager will be engaged in projects from inception, and throughout, to ensure projects are successfully delivered on time, on budget and highest levels of customer satisfaction.   

  • Server as the Program Manager responsible for meetings with business unit leadership to discuss projects status, project key performance indicators for scope, schedule, quality, resource and cost.
  • Develop, review or analyze project management documents to include but not limited to Project charters, Project Schedules, Program/Project Management Plans and supporting Plans, Risk Management Plans and responsibilities matrix, etc.
  • Support program/project requirements through analysis of client need documents such as (but not limited to) vision and scope, program road map, and business requirements documentation. Plan and develop schedules, monitor, and report on activities and dependencies related to the project, including integration/development vendor monitoring, slippage, and updating schedules.
  • Plan, lead, and facilitate meetings and reviews (formal and informal), including creating agendas, helping team members stay on task, documenting information discussed in meetings and synthesizing decisions.
  • Track and report project issues and risk. Monitor progress and key milestones. Identify and mitigate risks and advise senior management about project management capability and risks.
  • Manage P&L, budget, revenue models, and cost-to-completion projects and make decisions accordingly, provide improvements plans, and reporting on cost regularly.
  • Manage, track and report on percent complete, budget burn, burn down charts, slippage, project effort and duration to complete and other key project metrics.
  • Manage, track and report on team hours and expenses on a weekly basis, including any contractors used on the project
  • Build a knowledge base of customers’ and internal stakeholders’ business, organization and objectives.
  • Managing resources delivery on project, project expectations, skills development, and motivating staff.
  • Manage scope of the contract, project requirements, and explain implications of changes to project scope and/or objectives, as well as working with customer on scope creep and funding request.
  • Managing invoicing of customer and subcontracts and tracking against project budget.
  • Managing FFP and T&M contract types from a scope, cost, budget, and delivery perspective.

Skills & Requirements

Requirements:

  • 7+ years Government Contracting Program Management Experience
  • Must be a US Citizen that can receive a Public Trust Clearance
  • MUST have one or more of the following certificates: PMP, CSM, and/or ACP
  • Experience managing staff of at least 10+
  • Experience managing multiple projects
  • Experience managing subcontractors
  • PMP certified
  • Strong Financial Management Experience – P&L, growing Margins, etc.
  • Expertise in creating Project Plans with detailed work breakdown packages, etc.
  • Experience working with high-level customers (ex: Office of CIO, etc.)
  • Proposal writing/ development experience
  • Pricing experience
  • Proven growth-oriented leader— can demonstrate growth of past projects via organic growth, re-compete wins and new business growth

Preferred:

  • Experience supporting projects at the Department of Justice, Office of Justice Programs.
  • Certified Scrum Master (CSM)
  • Familiarity with the Scaled Agile Framework (SAFe)
  • Business Development/ Growth Experience – developing new markets/ customer bases for expansion
  • Entrepreneurial attitude
  • Excellent interpersonal skills
  • Independent worker- proactive and can work without detailed supervision
  • Ambitious and willing to grow their account
  • High standards of Ethics/ Integrity
  • Govt. Contracts Management/ Understanding

Physical Requirements:

  • Regularly required to sit for extended periods up to 80% of time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc.
  • Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs.
  • Specific vision abilities required by this job include use of computer monitor screens up to 80% of time

 Work Environment:

  • Individual’s primary workstation is located in an office area
  • The noise level in this environment is low to moderate
