Job Description

Octo Consulting Group is seeking a Senior Acquisition Subject Matter Expert to provide full lifecycle support for a critical, time-sensitive Federal acquisition initiative. The Acquisition SME will work with the Octo team, the Government team, the contracting office, and other stakeholders to develop and execute the acquisition strategy and plans for a major IT services support contact. This individual will provide expert guidance to create, review, and deliver acquisition plans, market surveys, a complete acquisition package (with an emphasis on Sections B, C, L, and M), and a source selection plan. This individual also will provide best practices and acquisition policy guidance, business process improvements, financial analysis, and course of action analysis support during the acquisition lifecycle.


  • Lead the Octo acquisition team in developing the overall Acquisition Strategy and Acquisition Plans, to include analyzing potential courses of action and providing a recommendation to client leadership relating to acquisition vehicles.
  • Perform and analyze market research for acquisition processes, procedures, and best practices, to include communicating with industry as early as possible in the acquisition lifecycle to determine the capabilities available in the commercial marketplace.
  • Perform thorough acquisition planning ensuring compliance with the Federal Acquisition Regulations (FAR) and agency acquisition policies and procedures.
  • Capture, define and translate complex IT requirements to develop pre-award documentation (i.e., statements of work, statements of objectives, performance work statements, independent government cost estimates, justifications and approvals, solicitation evaluation criteria, proposal evaluation guidance, cost or price analysis, etc.).
  • Support development and analysis of the Performance Management Strategy and Plan for the acquisition to include best-practice based incentives and disincentives, Service Level Agreements, and Quality Assurance Surveillance Plan
  • Contribute to the evaluation and source selection strategy to include the alignment of requirements, instructions, evaluation factors, and supports development of the Source Selection Plan
  • Support the Source Selection Evaluation Board as an senior independent advisor
  • Assist with contract transition planning and post-award contract and performance management to help facilitate a seamless contract transition
  • Mentor other members of the acquisition team in acquisition best practices

Skills & Requirements

  • 10-15 years of experience supporting Federal acquisitions
  • Master's degree from an accredited institution. Applicants with a Bachelor’s degree may substitute two years of experience for the Master’s degree.
  • Excellent communication skills (writing, speaking, listening)
  • Previous Federal Government contracting service (as contracting officer or contracting officer’s representative) or previous acquisition consulting experience with Federal clients
  • Expert knowledge of the FAR and associated performance-based service contracting concepts, strategies, and governing rules and regulations
  • Strong stakeholder relationship management skills
  • Ability to multitask and work effectively, both independently and in teams, ensuring timely completion of assignments and meeting established quality standards
  • Expert knowledge and use of the MS Office suite (Word; Excel; PowerPoint; Project; Visio) to prepare documents, spreadsheets, and presentations


  • U.S. Citizenship required; must be able to obtain an agency Public Trust clearance

The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs.
