Job Description

Responsibilities Summary:

  • Be responsible for the efficient and reliable operation of the Building technical systems supporting the school operations.
  • Analyse current energy and water usage and generation and develop SAS energy management plan on the campus in order to provide proper environmental conditions with cost effective energy and water utilisation.
  • Oversee and develop SAS energy and M+E tracking computer systems (BMS) in order to analyse and share the data with meaningful and practical conclusions
  • Be responsible for all regulatory energy and water efficiency submissions to local government agencies.
  • To reinforce SAS sustainability mission by working with representative groups to improve SAS environmental sustainability in terms of facilities performance and management
  • To lead, apply for and maintain Green Mark rating at Platinum and WELL Standards for new buildings and pursue the highest level of recognition for energy and water efficiency.
  • To interface with external organisations to attract grants, support and publicity for our resource efficient model and approach
  • Analyse and track data relating the renewables production and consumption of the campus.
  • The role facilitates the development of the Energy Conservation Strategy at SAS and develops and implements initiatives in support of energy conservation and waste reduction including direct interaction with student groups.
As  SAS embarks on a major re-design and re-construction of the campus over the next 10 years, the Buildings Manager will lead the school’s sustainability efforts during the design and construction process including:
  • advising SAS committee members on strategies, goals, and value-for-money assessments of sustainable and technical design issues;
  • ensuring the final product is the best, high performing campus throughout the life cycle of the campus; and
  • supporting the design team on sustainable design solutions including current sustainable engineering thinking and techniques, green building technologies, Green Mark requirements SAS’ certifications, biophilia, and student health and wellness.
Operational Duties:
  • Provide the leadership within the M+E team in order to provide optimum facility comfort and IAQ while reducing energy consumption levels.
  • Ensure that energy management operations are supportive of the instructional goals.
  • Promote a comfortable and healthy indoor climate conducive for learning 
  • Recommend sound policies directed toward energy and water conservation.
  • Support recruitment, selection, orientation, and assignment of maintenance employees and term contractors.
  • Lead the teams in evaluating and operating HVAC and other energy or water consuming facilities related equipment maintenance staff to ensure effectiveness and efficiency.
  • Develop training options and/or improvement plans to ensure the best operation in the area of HVAC and energy equipment maintenance.
  • Pursue an aggressive program to reduce school costs for energy.
  • Assume responsibility for compiling, maintaining, and filing all energy reports, billings, and other documents required.
  • Compile utility budgets and energy conservation measure cost estimates based upon documented program needs.
  • Maintain liaison with equipment suppliers in order to conduct a bidding process for equipment upgrades and retrofits.
  • Monitor and manage all facilities design and construction and procurement activities as relates to technical building systems.and renewable energy.
  • Review and recommend maintenance supply and equipment purchases to ensure energy efficient replacements are being specified.
  • Lead,  review and negotiate energy purchase agreements and make recommendations regarding energy selection.
  • Implement the policies established by Singapore Government, and SAS Board Policy in the area of energy and water conservation.
  • Provide regular reports as to the overall effectiveness of the energy management and production program.
  • Review and approve all new and existing infrastructure that consumes energy or water to make sure it meets SAS goals, certification agreements (including GreenMark), and government regulations.
  • Coordinate planning and programming to improve the sustainability of campus operations across the spectrum of energy, waste, water, food, transportation, buildings, purchasing, and grounds.
New Building Initiatives:
  • Construct and/or review specifications for chiller plant operation, BMS, comfort delivery operation, and water use - that maximizes efficiency and comfort, and minimizes cost to the school.
  • Manage processes for related tenders, and assist with hire of maintenance and design professionals affiliated with the engineering and design of the current and future campus.
  • Review specifications for all energy and water using equipment, and create specifications that meet school goals where none exist.
  • Maintain and update the school’s BMS System to support smart efficient building goals
  • Pursue grants to overhaul existing systems in the school including R4 (NEA), GBIC (BCA), innovation grants (BCA), and water conservation (PUB) grants.
  • Implement the policies established by Singapore Government and SAS board policy in the areas of energy, water, waste management, and indoor health.
  • Provide regular reports as to the overall effectiveness of the energy management program, water management program, and waste management program, as well as sustainability in learning programs.
  • Research, propose  and shape the adoption of new campus sustainability plans and programs.
School Community Initiatives:
  • Engage and collaborate with leaders, faculty, and students in order to drive institutional sustainability goals.
  • Create opportunities for students and teachers to integrate sustainability into curriculum and individualized learning.
  • Research, engineer, execute and showcase a comfortable indoor climate for learning that utilizes state of the art and innovative techniques that minimize waste and prioritizes personal user control.
  • Collect and analyze sustainability data for reporting and publication purposes.
  • Serve as sustainability liaison for SAS with other institutions, businesses, local governments, foundations, and community organizations.
