MISSION STATEMENT

POSITION/SCOPE WITHIN THE ORGANIZATION

  • This position reports directly and functionally to the Senior Coordinator of Health Programs.
  • This position does not have any management or supervisory responsibilities.


PURPOSE OF THE JOB
The Health and HIV Coordinator will provide technical guidance, training and administrative backstopping to Food for the Hungry’s health and HIV/AIDS interventions and will coordinate extensively with the Global Services Staff, Regional Leadership and Country Office staff.  The Health and HIV Coordinator will also provide support in the development of new proposals and monitoring of current proposals as needed in the areas of health and HIV/AIDS. 

Skills/Requirements

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Key Result #1 – Provide technical and administrative support in the health and HIV/AIDS interventions of FH’s programs that are managed by the health, food security and emergency relief units.  (60%)

  1. Provide technical and administrative backstopping support to FH health clinics and the HIV related strategic objectives of FH’s USAID-funded Title II, multi-year assistance food security programs.
  2. Assist health program staff in programs backstopped by the food security, health and emergency relief unit to strengthen effective household behavior change and to improve the status, health and HIV treatment literacy of program beneficiaries.
  3. Develop methodologies and conduct trainings for FH health programs with  FH and partner staff as part of institutional capacity building, including training in new and existing methodologies;
  4. Support field staff in the creation of monitoring systems, including Annual Implementation Plans, based on approved Indicator Tracking Tables to ensure timely reporting between FH and the lead agency and or donor.
  5. Communicate regularly and visit with FH HIV and associated clinic/health staff to provide program implementation support, including the timely execution of the Detailed Implementation Plan, budget tracking, monitoring and evaluation.
  6. Review health and HIV/AIDS portions of scheduled program reports and evaluations from food security, OFDA, and other fields and verify they are complete and accurate in addition to highlighting intervention areas that require support;
  7. Collaborate with other US PVOs on health sector and HIV/AIDS  best practices through working groups and information sharing; Represent the organization at PVO coordination and briefing meetings in Washington, DC that are related to HIV/AIDS or health programming best practices and strategies;
  8. Prepare reports as required by the lead agency, donor, and FH creative services.
  9. Support and prepare fields with tools needed to carry out surveys, include sampling directions, data entry templates, training on survey implementation, and assist to analyze data.  
  10. Coordinate with the Coordinator of Education Programs, lead agencies, and FH field staff to ensure the BCC curriculum has been adapted based on formative research and local needs and is produced according to the DIP.


Key Result #2 – Provide program design and proposal development support for health and HIV/AIDS grants.  (40%)

  1. Coordinate with GSC, Regional Leadership and Country Office staff to support health and HIV/AIDS program design and proposal development;
  2. Monitor USG, European Government, corporate or private HIV/AIDS funding opportunities for FH countries and work with the Senior Coordinator of Health Programs and the Chief Grant Development Officer to decide which opportunities to pursue.
  3. In coordination with the Senior Coordinator of Health Programs and the Chief Grant Development Officer, guide FH field and GSC Health Unit staff to liaison with current or potential HARP donors (USG or European Government agencies, private or corporate foundations, businesses providing corporate social responsibility funds, universities, NGOs, Ministries of Health, etc.) in order to create new HARP  implementation opportunities.
  4. Assist the Relief Unit, as needed, to respond to emergency situations through project design, writing proposals, field assessments, and/or contributing to the response in country.

  • Technical expertise in the area of HIV/AIDS, including HIV/AIDS prevention, transmission and treatment, PMTCT, methods of home-based care and care for orphans and vulnerable children.  
  • Ability to manage and write successful health and HIV/AIDS proposals to multi-lateral or government donors (i.e. USAID, DFID, EuropeAID, the World Bank, the Global Fund, UNICEF).
  • Excellent program management skills; ability to manage complex health and HIV/AIDS development programs funded by national and multi-lateral donors.
  • Ability to design effective health and HIV/AIDS programs, including staffing structures, activities, timelines and monitoring systems.
  • Knowledgeable in survey design, implementation and analysis using statistical software.
  • Good project management knowledge and experience
  • Excellent trainer, skilled at implementing adult learning theory into teaching sessions.
  • Excellent writing and editing skills.
  • Professional and considerate written and verbal communication skills.
  • Ability to work with multi-cultural teams where communication styles maybe very different and English language comprehension or ability maybe limited.
  • Ability to organize time to meet hard deadlines for proposal and training needs.
  • Ability to sit at a computer for 8 hours a day doing repetitive motions on a keyboard.
  • Ability to travel up to 30% of time per year in the US and internationally, ability to travel to insecure countries or locations.
  • Able to lift up to 25 pounds on a regular basis.
  • Ability to stand for long periods, walking over rough, uneven or rocky surfaces at times.
  • Ability to travel in a car over rough roads for up to six hours.
  • Proficient in Microsoft Office Suite and Google systems


EDUCATION and/or EXPERIENCE
Master of Public Health, HIV Management or other health related master’s degree required, at least three years prior experience supporting the technical implementation of HIV/AIDS and health development programs funded by multi-lateral or government donors (i.e. USAID, DFID, EuropeAID, the World Bank, the Global Fund, UNICEF), and at least one year of experience living and working on a development or relief program in a developing country.

LANGUAGE SKILLS
Proficiency in spoken and written English.  Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Conversational and/or training proficiency in French, Amharic, Portuguese, Swahili and/or Spanish preferred.
