MISSION STATEMENT

SUMMARY
The Finance Manger (FM) provides strategic financial management leadership for FH DRC and ensures compliance with policies and procedures.  He/she is responsible for managing the Finance department and ensuring routine monthly finance schedules and reporting deadlines are met.  Through high-level analysis of past spending and projections, the FM provides key input and recommendations to Program Managers in the development of new budgets as well as the effective management of current programs.  

Skills/Requirements

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.  Percentages are approximate and other duties may be assigned.

Key Results 1#.  Overall Financial Management and Compliance (50%)

  1. Develop, coordinate and implement plans for the control, monitoring and reporting of all FH DRC financial operations.
  2. Develop, review, update and implement effective financial policies and procedures for FH DRC that comply with Generally Accepted Accounting Principles (GAAP), local and global FH policies, donor requirements and all relevant Congolese and US laws, regulations and norms.
  3. Donor Compliance: Cultivate and maintain an expertise on the rules and regulations of various donors and provide guidance in the area of donor compliance.
  4. DRC Government Compliance: Maintains current knowledge of local government requirements related to financial matters and ensures compliance with tax regulations and other legal requirements.
  5. Cash Flow Planning and Cash Management: in close coordination with Programs, review, upload and post monthly Cash Flow journals into Sun System before monthly deadlines.
  6. Participate as a leading member of Country Senior Leadership Team (SLT) and participates in regular SLT meeting

Key Results #2.  Finance Department Leadership and Management (20%)

  1. Provides direction to the Finance Department and manages the Finance Team to follow routine weekly and monthly schedules and meet deadlines
  2. Collaborates closely with the HR Manager to recruit, orient and train all finance department staff.
  3. Conducts regular finance staff performance evaluations and supports key staff in addressing gaps following through on personal / professional development plans
  4. Manages finance staff travel and vacation to coordinate staff absences to avoid gaps and minimize risks in key responsibility areas.
  5. Identifies capacity development needs within the department and organizes appropriate trainings.
  6. Support Program Managers in strategic and routine budget management, including budget planning, preparation and monitoring.
  7. Through use of monitoring tools such as the Programs-Finance-Logistics scorecard, coordinate closely with the other departments to ensure an efficient and effective use of resources and assets
  8. Work with regional finance managers to appropriately implement the new indirect cost recovery model
  9. Work with regional finance managers to appropriately implement FH policies and procedures.
  10. Provide analysis and review in the preparation and revision of new grant proposal budgets (ensuring all costs are well estimated and provided for).

Key Results #3.  Internal Controls and Audit Support (15%)

  1. Perform regular checks of FH’s accounting activities in all its site offices, including monthly reviews of financial transactions to check for appropriate documentation, correct account assignment and approvals.
  2. To ensure that adequate internal controls are in place, closely monitor all financial activities and keep the Country Director advised of all situations which have the potential for a negative impact on internal controls or financial performance.
  3. Takes a leadership role in facilitating internal (Africa Region Internal Auditor) or external audits. Liaise with the International office and other stakeholders in the planning and coordination of these audits. 
  4. Takes appropriate action to address audit findings and recommendations, following through on action plan commitments.
  5. Pursues the protection and maintenance of FH DRC assets (cash, inventory, equipments) through the enforcement of internal control policies and procedures.
  6. Ensure appropriate control and security of all FHI/Congo cash resources at all times; reconcile advance accounts, other balances monthly and as per the internal controls/policies/procedures.  

Key Results #4.  Financial Reporting (Internal and External) (15%)

  1. Supervises monthly financial closing process in Sun System (review, upload and post monthly journals).
  2. Provide an accurate monthly updated Account Payable and Account Receivable report.
  3. Ensure that, on monthly basis, balance sheet reconciliations are completed on timely basis and that country standard report and supporting data are reviewed and produced on a monthly basis.
  4. Consolidate monthly financial reports to provide project managers with timely reports on fiscal health, including revenue/expenditure reports, expense reports by grant, budget variance reports, among others.
  5. Complete the monthly FH DRC finance scorecard.
  6. External: Directs the preparation of, reviews and approves all donor financial reports in respect to accounting, legal and contractual requirements and ensures the review of such reports by the Country Director prior to submission.

  • Computer Literate (Microsoft Suite)
  • Knowledge of Sun Systems
  • Must have a proven knowledge of Generally Accepted Accounting Principles and a practical knowledge of financial systems and internal controls.
  • Requires proven experience in treasury activities, establishment and monitoring of budgets, and an understanding of data processing concepts and systems.
  • Must demonstrate compatible to FH VMV with proven leadership skills, strong Christian values and able to work in a cross cultural setting.
  • Must have good oral and written communication skills, team building skills, and ability to work in a cross-cultural environment with multi-national staff.
  • Must demonstrate excellent interpersonal skills.

EDUCATION and/or EXPERIENCE

  • Chartered Accountant or Certified Public Accountant or equivalent.
  • Should have minimum of 5 years experience in a similar position with an International NGO.
  • Should have practical experience in using a wide range of accounting software including V5.3.1.3 Sun systems, Vision XL and Vision Executive operation level.
  • Must have a degree in Business Administration (Accounting) or Bachelor of Commerce (Accounting) from a recognized and certified institution or university.

SUPERVISORY RESPONSIBILITIES  
Finance, Human Resources and Administration department heads will report directly to this position.

LANGUAGE SKILLS  
Fluency in English and French, spoken and written.
