Job Description

SUMMARY
This position was previously posted as the Grants, Projects and Financial Analyst

The Government Resources Projects and Financial Analyst position will assist the Director of Government Finance by overseeing and tracking funding that comes through the Government Resources and Programs (GRP) office through current accounting practices and expert Excel-based, financial analysis. The Analyst will ensure that all GRP staff are up-to-date on the grants that each point person is managing.  Responsibilities will include creating reports and analyses for finance leadership, identification of trends and significant exposure to grants budgeting. This individual will work closely with the Washington, D.C.-based GRP staff, field accounting and U.S. Food for the Hungry finance staff to coordinate and reconcile grant accounting records.

 

 

 

 





Skills/Requirements

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.  Percentages are approximate and other duties may be assigned.

 

 

 

 

 

 

·         Key Result #1 – Create, maintain, and analyze a portfolio of U.S. Government grants (approximately 30% of the time).

 

  1. Research all proposed and available grants to forecast FH financial and risk decisions;
  2. Evaluate and compare the quality of various grants for the benefit of FH organization and field programs;
  3. Maintain knowledge and stay abreast of developments in U.S. grant work;
  4. Monitor FH developments through the analysis of information obtained through the FH budget, government resources, commodities, and government agencies;
  5. Prepare plans of action for heading up specific grants through financial analysis;
  6. Analyze financial information to produce forecasts of partnership, industry, and economic conditions for use in making decisions that will benefit the organization.
  7. Forecast the risks/benefits of each grant being pursued – this will require vocalized figures, strategy, and a clear focus on project proposal.

 

 

 

 

 

 

·         Key Result #2- Manage, review, process, track and monitor U.S. Government and other grants through financial analysis and accounting practices (60%).

 

  1. Review and update GRP proposals, agreements, amendments, and extensions of government funded projects;
  2. Prepare external financial reports for GRP grants as requested by U.S. government donor, foundation and other private major donor award(s) based on expenditures records in the General Ledger (G/L) and in accordance with the reporting requirements of each agreement.  Investigate and resolve any accounting problems and ensure that properly documented adjustments are made to the G/L; 
  3. Maintain auditable master agreement files for appointed GRP grants.  Provide documentation as requested by the Government Director of Finance for external audits of government-funded activities;
  4. Maintain an up to date summary for each grant in charge and ensure the Grants Management Database is up to date as well as to ensure all documents related to Grants are up to date in the grant binders and GRP assigned site;
  5. Review grant expenditure reports (budget versus expenses for both direct and match) and provide an expense analysis report to Director of Government Finance for review on a monthly basis.  Communicate with Government Finance Director on major variances to alert them about a particular grant promptly; 
  6. Manage, review, track and monitor various aspects of the Millennium Water Alliance (MWA) and U.S. Department of Agriculture (USDA) grants
  7. Work on any projects as assigned by the Director of Government Finance;
  8. Assist the Director of Government Finance as needed;
  9. Participate in financial projects and initiatives, particularly those that impact government finance grants:
  • Ensure up to date documents and reports on MWA and USDA grants are maintained ;
  • Gather financial data for quarterly United States Agency for International Development (USAID) financial reports and reconcile fund expenditures with partner agencies;
  • Reconcile financial records with partner for each country;
  • Prepare monthly and quarterly fund expenditure reports, submit and distribute to all parties

 

 

 

 

 

 

·         Key Result #3 – Prepare draw-down’s and monitor cash flow (10%).

 

  1. Prepare monthly draw-downs for each donor- based on best estimates for the month or actual expenditures and submit to GRP Finance Director for approval;
  2. Keep up to date schedule of awards based on draw-downs and corresponding back-up for the 272 preparation.

QUALIFICATIONS

  • Accounting knowledge or experience.
  • Proficient in Microsoft Office Suite specially Excel.
  • Excellent written and oral communication skills.

  • Proficient in grammar usage, and proofreading
  • Ability to multi task,  able to move from one project to another
  • Ability to sit at a desk and do repetitive hand motions on a keyboard for up to 4 hours at a time
  • Ability to lift up to 15 pounds on a regular basis
  • Project management experience is a plus


EDUCATION and/or EXPERIENCE
Bachelor's degree (B.A) from a four-year College or university, preferably in accounting or finance; or four years related experience and/or training; or equivalent combination of education and experience.  Proven work history in advanced MS Excel use, specific to advanced accounting calculations and financial forecasting analysis required. Two years Accounting/Finance experience as a Financial Analyst or in an accounting position with practical accounting experience.

LANGUAGE SKILLS
Ability to read, analyze, and interpret contracts, accounting procedures, and government regulations. Ability to communicate effectively with field staff and USAID government staff. Foreign language a plus, French or Spanish preferred.
