Position Summary:

CRI is actively seeking a Business Development/Capture Manager, for immediate hire, to join our Alexandria, VA office! 

The Business Development/Capture Manager is an ambitious and energetic key member of the CRI corporate team and reports to the President of Central Research. This person will work closely with the Director of Contracts, Program Director, and Program Managers to identify new opportunities, develop a realistic and valuable business development pipeline, and identify the resources needed to pursue a business opportunity. The Business Development/Capture Manager is the driving force behind generating new business. This person will build CRl's market position by locating, developing, defining, negotiating, and closing business relationships.

Responsibilities & Duties:

  • Lead the Business Development team through the entire life-cycle of each opportunity as a key point of contact, communicating key customer requirements and sensitivities
  • Proactively identify opportunities by researching industry and related events, publications, and announcements
  • Locate or propose potential business opportunities by contacting potential partners
  • Screen potential opportunities by analyzing market strategies, requirements, potential, and financials; evaluating options and resolving internal priorities
  • Develop strategies and positions by examining risks and potentials; estimating partners' needs and goals
  • Protect organization's value by keeping information confidential
  • Become a subject matter expert on business products, processes and operations and participate in educational opportunities; read professional publications; maintain personal networks; participate in professional organizations
  • Enhance CRl's reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to the company
  • Conduct research to identify new markets and customer needs
  • Develop schedules for networking opportunities and industry events
  • Assist with bid strategies, pricing, and proposal strategies
  • Manage the transition from business opportunity to proposal development to award.
  • Assist the Proposal Developer on writing proposals
  • Develop capture strategies and manage timelines to meet and exceed monthly, quarterly, and yearly targets
  • Refine and progress the capture plan
  • Establish milestones for bid/no-bid reviews and bid decision reviews
  • Close new business deals by coordinating requirements; developing and negotiating contracts; integrating contract requirements with business operations
  • Brief department status to senior leadership on a weekly basis




Skills/Requirements

Minimum Qualifications:

  • Bachelor’s degree or equivalent work experience
  • 7-10 years’ experience as a Business Development Manager in Federal Government contracting
  • Experience supporting proposal preparation for recompetes, new program pursuits and requests for information
  • Capture management experience

Knowledge, Skills & Abilities:

  • Experience proposal development including identification of teaming partners
  • Experience defining client requirements, themes, discriminators, themes and gap analysis
  • Experience with contract administration oversight including staffing, budgeting and subcontracting
  • Successful win rate with a diverse Federal client base
  • Leadership skills to develop, organize, and execute significant capture activities, and win business with new and existing customers
  • Superior presentation and communication skills, both written and verbal
  • Demonstrated ability to partner successfully with all levels of employees within the corporation and on client-site
  • Ability to build rapport with potential client and teaming partners
  • Ability to think critically, solve problems, and be a strong team player who fosters collaboration
  • Proficient with using Microsoft Office applications; including Outlook, Word, Excel, PowerPoint, and Access

Other Information:

  • Proposal writing sample required
  • Experience with STARS II preferred
