Job Description

Central Research is seeking a Financial Analyst II to provide acquisition support services for our Federal Government client in Herndon, VA.  The position provides aviation invoicing support to contracting officers procuring non-fleet aviation services.  The Financial Analyst II will provide mission critical validation services to confirm vendor records and invoices match in the system record, to enable prompt payments through the Invoice Processing Platform (IPP) system.  The ability to handle high volume transactions with minimal errors or defects during surge time frames (summer to early fall) is a critical success factor for this position.  

Responsibilities & Duties:

  • Print attachments including receipts attached to use reports (AMD-23e) signed by a government representative, and review receipts and AMD-23e for accuracy and completeness.
  • Review vendor use data for accuracy and completeness.
  • Validate use data entered into the system of record and vendor forms used to capture flight details.
  • Validate simple and complex data to ensure completeness (over 50 unique fields) and application of correct business rules to accept vendor back up to ensure prompt vendor payments.
  • Quickly identify defects and variances along with coordinate the appropriate remedy.
  • Perform data entry for bureau codes to enhance invoice records with detailed flight use data
  • Provide excellent customer service to vendors and internal customers especially during surge time frames.
  • Follow documented standard operating procedures (SOPS) and scripts to ensure high quality of service delivery and conformance to quality standards.




Skills/Requirements

Minimum Qualifications:

  • High school diploma or GED
  • 2 years of government accounting, business management, or budget experience
  • Ability to obtain and retain a Public Trust clearance

Preferred Qualifications:

  • Bachelor’s Degree
  • Proficiency with SAP, FBMS, PRISM, and/or systems of equivalent functionality

Knowledge, Skills & Abilities:

  • Knowledgeable and skilled in standard office computer programs for word processing and spreadsheet development
  • Must be able to handle pressure with a positive approach and work diligently
  • Must be able to adapt and learn quickly, often with little instruction
  • Ability to extract, review and analyze alpha numeric information
  • Ability to determine tasks are properly processed and that total activity agrees with pre-determined controls is required
  • An ability to provide analyses of financial data, identify problems, recommend solutions, and review the work of others for accuracy and completeness is required
  • Knowledge of theories and principles of business management and administration to support related information and systems within organizational programs
  • Ability to use independent judgment to create, edit, resolve or escalate incidents as needed
  • Ability to develop informational material and other documents for “work arounds” or problems that may occur
  • Effective verbal, written, and interpersonal skills
  • Ability to work independently or as part of team player
