Job Description

Summary:

Central Research, Inc. (CRI) is searching for a Human Resources Manager to join the team in Lowell, AR. The position will provide support primarily for the Lowell, AR location. The HR Manager is responsible for providing best-in-class services to the employees across the organization. The best candidate will have experience working with the Service Contract Act (SCA), OFCCP and government contracting; will have the ability to influence leadership through transparency and good communication; will have a passion for training and development of leaders and will thrive in a fast-paced environment.

The position will report to the Director of Human Resources.

Responsibilities & Duties:

  • Serves as HR management leader for Company by interpreting and administering Human Resources policies and procedures, programs, and developing best practices
  • Advise all levels of management on policy matters and provide guidance in resolving work-related issues
  • Work with Director of Human Resources on policy development, organizational changes, and strategic human resource initiatives as needed
  • Present recommendations for process improvement and other changes to increase efficiency and productivity
  • Lead development and presentation of new programs relating to human resources
  • Partner with management to provide consultation and coaching on matters related to employee relations, training and organizational development, change management initiatives, workforce and succession planning, and performance management
  • Address complaints and conduct investigations to ensure compliance with company policy and federal and state employment laws.  Manage and resolve employee relations issues and advise on disciplinary action
  • Supervise and develop human resources staff
  • In partnership with the HR Director, ensure that employee handbook and company policies stay updated and communicate changes to employees
  • Develop and execute various ancillary rewards and recognition programs
  • Facilitate and co-facilitate training programs within areas of expertise (Recognition Programs, Performance Management, etc.)
  • Partner with HR colleagues to support succession and talent planning efforts
  • Build and maintain strong relationships across the organization
  • Stay current and aware of social, economic and other trends that may affect the business or the direction of human resource policies and programs
  • Stay abreast of legislation affecting human resources and monitor company guidelines and make recommendations for necessary changes
  • Lead the development and implementation of a performance review system
  • Implement salary structures and guidelines
  • Analyze pay practices and recommend changes to ensure equity
  • Plan and direct implementation and administration of benefit programs. Answer employee benefits questions
  • Perform other duties as assigned




Skills/Requirements

Minimum Qualifications:

  • Bachelor’s degree in Human Resources or related field; or equivalent experience in HR Management
  • 5-7 years’ experience in performing multiple human resource roles of increasing responsibility
  • Supervisory experience
  • Experience working with HRIS Software
  • Ability to obtain a 5-C Suitability clearance

Preferred Qualifications :

  •  Masters Degree in Human Resources or related field
  •  PHR or SHRM-CP

Knowledge, Skills & Abilities:

  • Strong knowledge of federal and state employment laws and regulations that affect HR policies and procedures, including OFCCP, EEOC, FLSA, FMLA, ADA, Service Contract Act (SCA) and other regulatory and compliance laws
  • Strong consultative and relationship building skills both internally and externally
  • Must possess strong analytical and decision-making skills, and an outstanding ability to influence others
  • Strong interpersonal skills and a demonstrated ability to listen
  • Must be able to work collaboratively, make decisions independently, and still be mindful of organizational process and guidelines
  • Ability to exercise good judgment
  • Significant experience working across a full range of human resource disciplines, including compensation, recruitment, employee relations, talent management and leadership development
  • Strong proficiency in Microsoft applications, with advanced Excel skills
  • Self-motivated with the ability to manage multiple projects simultaneously, with shifting priorities
  • Excellent interpersonal, as well as written and verbal communication skills
  • Strong business and HR acumen, including strong problem solving and critical thinking skills
