Job Description

Job Summary:

Central Research, Inc. (CRI) is looking for a Director of Talent Acquisition to join the HR team in Alexandria, VA. This position reports to the CHRO. The Director of Talent Acquisition will have a high level of ownership and be a critical part of achieving strategic goals and initiatives as this dynamic company continues to grow.

Responsibilities & Duties:

  • Lead and develop a talent acquisition team and be responsible for managing the full-cycle recruiting process for the company, including C-Suite level
  • Develop recruiting plans and sourcing strategies to build company and client talent pipelines
  • Create and align talent acquisition strategies to the demands of the company
  • Build and develop effective relationships with company leadership and hiring managers
  • Maintain and evaluate talent analytics/metrics, reporting status and sourcing results
  • Bring innovation and creativity as a key leader in all areas that impact talent
  • High level of business acumen, understanding of program operations and financial impacts of recruiting performance
  • Collaborate with HR colleagues to ensure that talent acquisition processes and systems reflect the organization’s commitment to diversity and inclusion
  • Serve as primary liaison between the executive leadership team and the company recruiting team
  • Ensure compliance with all applicable federal, state, and local regulations by adhering to practices related to hiring, training, transfers and promotions; compliance with EEO, Affirmative Action Plans & OFCCP
  • Understand and track data according to OFCCP compliance
  • Review proposals and SOW attend Bid / No Bid meetings to provide input, observations and risks on upcoming opportunities
  • Perform as a key collaborator on Business Development (BD) Initiatives by teaming with BD and Operation teams on pending Prime and sub-contract opportunities to develop strategies for staffing plan that include incumbent capture, sourcing, recruiting and tracking applicant pool
  • Collaborate with stakeholders to prioritize and act upon recruiting needs
  • Work with current Applicant Tracking System (ATS) to design and develop recruiting reports and dashboards to analyze, track and communicate key metrics
  • Create and manage a recruiting budget; including partners, tools and events
  • Manage a team of recruiters- bring recruiting expertise and best practices to the team
  • Utilize industry best practices to enhance recruiting productivity and applicant experience




Skills/Requirements

Minimum Qualifications:

  • Bachelor’s degree in Human Resources, Business or related field; or equivalent experience in recruiting/HR
  • 8 years of progressive talent acquisition experience within government contracting industry
  • 5 years of experience in a large-scale government contracting environment
  • Strong knowledge of and experience working with the Service Contract Act (SCA)
  • Demonstrated supervisory and leadership skills in running a fast-paced recruiting environment
  • Experience in not only managing teams but also developing recruiting staff
  • Strong experience with Applicant Tracking Systems, reporting and metrics
  • Excellent communication and interpersonal skills with a true passion for recruiting.

Preferred Qualifications: 

  • Master’s degree in HR or related field
  • AIRS Certification

Knowledge, Skills & Abilities:

  • Strong written and verbal communication skills
  • Executive presence, skilled influencer, excellent communicator
  • Strong knowledge of employment regulations with the DOL, EEOC and OFCCP
  • A deep understanding of how to run a high quality, full cycle and/or custom recruiting process and the ability to lead a recruitment team
  • Exceptional relationship-building and interviewing skills
  • An analytical mindset. The ability to pull insights from the metrics, and present findings and plans for improvement to senior leadership
  • Success establishing credibility, trust and excellent working relationships with internal and external partners and applicants
  • An innate desire to win and hire the best talent—achieving hiring goals
  • Treats people with respect; keeps commitments; inspires the trust of others; works with integrity and ethically; upholds organizational values
  • Must have the ability to travel as required
