Job Description

Summary:

Central Research, Inc. (CRI) is seeking a Senior Records Manager.

This position will provide a full range of Federally compliant records management process and analysis support functions to our Government clients. Primary areas of responsibilities are three-fold: (1) Records Retirement and Disposition, (2) Records Retention Scheduling and File Plan Development and (3) Electronic Records Disposition through Electronic Records Archive (ERA).

Responsibilities & Duties:

Provide technical expertise and support with the identification, preparation, retirement and disposition of records in accordance with approved retention schedules and NARA policies:

  • Develop an appropriate tracking mechanism for all records being transferred from a government agency to the Federal Records Center (FRC)
  • Respond to program office requests for records storage service
  • Review for accuracy for records prepared for retirement against the requisite forms
  • Compare storage requests with disposition schedules to ensure appropriateness of transfer
  • Ensure all forms and boxes are ready for transfer to the FRC
  • Coordinate and complete transfers

Provide technical expertise and support in the identification, review, analysis, and creation and/or revision of records retention schedules:

  • Identify program offices in need of retention schedules.
  • Identify existing retention schedules in need of updating.
  • Identify media specific retention schedules to be converted to media neutral retention schedules.
  • Draft disposition schedules for review and submission to NARA.
  • Provide technical review and analysis in the development of file plans for individual program offices.
  • Draft file plans for program office review.
  • Submit final draft for implementation.

Provide technical expertise and support for the identification, tracking and retirement of permanent electronic records to NARA’s ERA:

  • Create and utilize a plan/tool for the identification of electronic records eligible for transfer to NARA.
  • Determine requirements to conducting electronic records transfers.
  • Develop procedures that comply with NARA’s technical and procedural requirements.
  • Complete NARA required transfer documentation.
  • Coordinate transfers of electronic records through NARA’s ERA.

Provide technical expertise and support with the identification, preparation, scanning, and digitizing of records in accordance with NARA and other Federal policies and mandates:

  • Identify and sort files, boxes, and documents depending on type and size.
  • Organize and tag files using RFID technology according to file type and priority.
  • Scan and load files into new or existing internal database.
  • Create and maintain standard operating procedures for records digitization efforts.




Skills/Requirements

Minimum Requirements:

  • 3-5 years of experience in a Senior Records Manager role/capacity.
  • Highly organized with an eye for details.
  • Strong communication skills.
  • Ability to organize and process a large volume of records under tight deadlines.
  • Ability to provide on-site leadership and oversight to a small team of employees.
  • Ability to manage records inventory, scheduling, dispositioning, and file plan analysis that meets the policies and guidelines mandated by NARA.
  • Solid working knowledge of NARA policies and procedures.
  • Ability to develop relevant NARA compliant processes, procedures, and strategies.
  • Experience defining and implementing Records Management-based process improvement initiatives.
  • Ability to produce quality work independently or in a group setting.
  • Records Management, Electronic Records Training, and/or NARA Certificate of Federal Records Management is a strong plus.
