Central Research Inc., is actively seeking mid-level Freedom of Information Act (FOIA) Analysts to join our team of attorneys in Washington, D.C. at the Department of Energy (DOE) headquarters. 

  • The selected candidates will be a part of a team that provides FOIA and Privacy Act (PA) processing and internal/external consulting services in support of DOE HQ program offices' administration of the FOIA and PA.
  • The candidate should understand and apply the concepts and methodology of the Department of Justice (DOJ) FOIA/PA regulations.
  • The candidate will assist the DOE FOIA program offices with, among other things, reviewing incoming FOIA requests, orchestrating the processing of highly complex FOIA requests, assisting the FOIA Officer in preparing the DOE's quarterly, annual and executive level FOIA/PA reports, assisting with the development and periodic updates of FOIA program office's strategic plans, recommending actions that may be necessary to comply with evolving disclosure laws and procedures, keeping the FOIA Officer apprised of the status of each FOIA/PA request, and researching FOIA issues as needed

Job Description:

  • Provide FOIA/PA review and processing of pending, complex FOIA cases.
  • Scan FOIA support documents related to cases assigned into the FOIA database.
  • Prepare documentation for, and draft responses to, FOIA/PA requests, coordinating proposed disclosures of information for several entities within the agency.
  • Process submitter notices associated with specific FOIA cases.
  • Provide initial analysis of submitter objections.
  • Redact documents in accordance with agency/entity FOIA protocols which include annotating appropriate FOIA exemptions on records.
  • Process draft responses to submitters of objections to release of information in records.
  • Generate draft response letters to requestors detailing the FOIA review and release determination.
  • Maintain complete and detailed case notes on all assigned cases.
  • Support agency litigation efforts, in coordination with the office of disclosure, by crafting Vaughn indices, declarations, affidavits, answers to complaints, and supplemental releases.
  • Specific duties will depend on the terms of each individual contract opportunity.




Skills/Requirements

Minimum Requirements

  • Ability to obtain and keep a National Agency Check with Inquiries (NACI) clearance
  • 1 year of Freedom of Information Act (FOIA) analyst experience 
  • MINIMUM of 1 year of FOIA case processing experience
  • Must be a licensed Attorney
  • Leadership capabilities
  • Attention to detail
  • Proven ability to meet and exceed expectations
  • Exceptional organizational, case management and time management skills
  • Knowledge of the Freedom of Information Act (FOIA) and its amendments
  • Knowledge of FOIA exemptions
  • Knowledge of legal interpretations of the FOIA as it affects exemptions and release of documents
  • Knowledge of reporting requirements under FOIA and the OPEN Government Act
  • Proficiency with FOIAXpress required
  • Excellent communication skills (oral and written)
  • Analytical and problem solving skills
  • Proficient use of Microsoft Excel
  • Proficient use of Adobe Acrobat Pro
  • Proven history of excellent performance
