Job Description

Summary:

Central Research is actively seeking Financial Analysts Level I, to provide financial analysis support to out Federal client on their reconciliation team, including evaluation, post-award management, grant award closeout, and administrative support.

Responsibilities & Duties:

  • Assist with ensuring that each financial assistance award is prepared and administered in accordance with the Federal Grant and Cooperative Agreement Act of 1977, applicable statutes, regulations, OMB guidance, Executive Orders (EOs), and DOI policies.
  • Provides grants administration guidance and support to customers, recipients, and others, as needed;
  • Assist in the verification concerning an outstanding delinquent receivable or debt;
  • Assist in the examination of proposed pre-award costs to determine necessity and applicability to project objectives and recommend approval or disapproval of the pre-award costs, as appropriate;
  • Assuring that appropriate signatures are obtained, as necessary, on departmental forms for the name check review process, that the completed forms are provided to the OIG along with a copy of a credit report; and receive and review financial reports submitted by the recipient to ensure that:
    • Recipients are expending funds at an appropriate rate and that matching requirements are being met;
    • Federal disbursements are comparable with the period covered by requests for payment;
    • Reports are completed correctly.
  • Review and recommend approve requests for advance or reimbursement or contact recipient if payment cannot be made as requested.
  • Assist with ensuring that the award is administratively closed out and, as applicable, and that the official award file is held in the appropriate records holding facility for the appropriate time period before the file is destroyed.
  • Assist with the review in a timely manner, the following documents for conformance to Government-wide and DOI financial assistance administrative requirements:
    • Proposed Federal Register notices and Federal Funding Opportunity announcements;
    • Application kits/packages;
    • Publications (including information on the DOI, Grants.gov, or program Internet Web site) that include information on financial assistance award management or administration;
    • Proposed requests for OMB clearance of information collection activities under financial assistance programs.

 





Skills/Requirements

Educational Requirements:

  • High School Diploma or GED,  Bachelor’s Degree  or higher depending on level of responsibility.

Experience Requirements:

  • Must have STRONG reporting background
  • Reporting personnel:  Ideally someone with database experience (preferably SQL Server, but skillset is more important than RDBMS).  Someone that is able to actually write SQL to pull data and structure it into a reportable format, such as Excel.  Experience with data visualization tools is a plus.  Excel skills are also helpful, but the SQL piece is the most important. 
  • Requirements personnel: Experience gathering user requirements from a diverse set of users (including executive management personnel) and translating those into business requirements.  Familiarity with the federal acquisition process is a bonus.  Experience in an agile development environment is preferred.Experience should demonstrate and define ability:

  • Experience in the review and processing of client invoices and the creation of sales orders and purchase requests in automated systems is required.
  • To extract, review and analyze numerical and other accounting data to prepare and complete accurate reports and analyses is required.
  • To ability to present and brief others on program status is required.

Knowledge, Skills & Abilities:

  • Preferred proficiency with Excel, MACROS, SQL Server, Writing SQL, Data Visualization tools, SAP, FBMS, PRISM, and/or systems of equivalent functionality.
