Job Description

Liberty Healthcare Corporation of North Carolina is seeking an experienced Director of Nursing / Nurse Executive to serve as “Director of Assessments” on an interim basis.

This is a temporary full-time position which is available from July 1, 2013 through November 30, 2013 - with the possibility of an extended timeframe.

This position supports Liberty’s initiative to advance a statewide program in North Carolina that will administer in-home nursing assessments to individuals for the purpose of determining “needs-based" eligibility.

The Director of Assessments is a member of the senior executive management team and is responsible for managing the program’s core services of the Independent Assessment project including scheduling and conducting the assessments, processing the document flow to providers and other stakeholders, designing quality systems and managing the mediation / appeal process..

This full-time position will be based in Raleigh, North Carolina.

The Director of Assessments will report to the Executive Director and provide direct supervision to six Regional Assessment Managers (who are Registered Nurses), Mediation / Appeal Representatives and a Training Coordinator.

Primary Duties and Responsibilities:

  • The Director of Assessments affirms that services are in full compliance with the applicable regulatory requirements, health care standards and Liberty’s own internal quality improvement/quality performance indicators. 
  • Supervises the six RN Regional Assessment Managers, who direct the large workforce of RN assessors across the state. 
  • Plays a leading role in the development and implementation of a rigorous training program for assessor staff and development of the inter-rater reliability methodology, which entails in vivo training in use of the assessment tool, in order to achieve 85% inter-rater reliability. 
  • Develops a quality review tool to assess the appropriateness of providers’ Plans of Care and gain applicable approvals;
  • Develops quality indicator standards for the evaluation of the assessments and plans of care; develop a system to review/approve providers’ Plans of Care;
  • Develops a system to notify providers and recipients of POC acceptance/rejection; develop appropriate systems to comply with and implement prior approval policies and procedures;
  • Develops a system and tool to determine if POCs have been developed with full participation by the recipient, legally responsible person, residential staff and other family members as appropriate and addresses the needs of the recipient identified in the independent assessment as well as the recipients’ preferences;
  • Works with various stakeholders to develop a tool to assess the program’s levels of freedom and their appropriateness to the participants served.
  • Maintains a sufficient number of well-trained and qualified RNs who can deliver all independent assessments, mediations/appeals, change of provider and change of care plans in a timely, efficient and high-quality fashion to every region in North Carolina; 
  • Supervises the Processing Managers and the Processors who process the receipt of physician referral requests for PCS services received by FAX and electronic submission, review for completeness, and then enter the data into the database, and send out notifications to recipients and providers;
  • Supervises the conduct of mediations at the request of recipients, who have had services denied, terminated, or reduced; 
  • Supervises the scheduling system for appointments with the recipients for the in-home independent assessments using a computerized geographic interface to group the recipient’s locations as closely and efficiently as possible to minimize travel and down time;
  • Assists in assuring contract compliance by delivering quality services and meeting all contractual, legal and regulatory requirements;
  • Proactively anticipates and prevents problems that could result in customer dissatisfaction or failure to deliver contracted services;
  • Implements and maintains systems to ensure employee productivity and satisfaction;
  • Responsible for the management and performance of personnel within assigned contracts in a manner consistent with company personnel policies and federal employment laws;
  • Ensures Quality Performance/Quality Improvement indicators are established, measured, reported and problem-solved;
  • Responsible to recognize risk and implement plans to control and avoid such risk in coordination with corporate resources;
  • Performs other duties as assigned.
Skills/Requirements
  • The Director of Assessments should have a proven record of organizational leadership and a minimum of a Master’s degree in a health or human service discipline and/or business administration is strongly preferred.
  • Has a proven record of administrative leadership in a large health care organization that entails managing a complex system of multiple entities and agencies.  
  • Public sector experience with state health systems is highly preferred. 
  • Possesses an RN license in the State of North Carolina;
  • Has extensive experience in assessment and treatment of disabled populations in home care or home health settings as well as several years of experience in a supervisory position over nursing personnel. 
  • Demonstrated ability to lead people and get results through others;
  • Possesses very strong interpersonal and communication skills;
  • Strong orientation to customer service ;
  • Must be able to manage ambiguity and work in fast paced environment;
  • Ability to organize and manage multiple priorities.
