E3 Federal Solutions (E3), a leader in acquisition management, project management, and financial management solutions for the federal government, has an opportunity to support a contracts management office with a federal client. Since its inception in 2004, E3 has supported numerous federal agencies with their mission requirements by working closely to help define requirements, develop sound acquisition strategies, justify budget requests, and track project execution. Within broad objectives, performs in a recognized expert professional position requiring a high level of specialized Contract and project/program management knowledge and experience in support of the Census Bureau, Field Operations Directorate, Technologies Management Office (TMO). The Project Manager will provide support in the preparation and review of critical program, acquisition, and financial documentation necessary to support the acquisition, planning, programming, budgeting and execution needs of the TMO. |

Position Description | ||||||||||||||||
Review/Evaluate/Monitor contractor performance. Produce project/program documentation to include delivery orders, change orders, options, and modifications and determine necessity for amendments or extensions of contracts Assist with project/program planning, scheduling and preparation of requirements documentation to include acquisition strategy, market research, Statements of Work (SOWs), Quality Assurance Surveillance Plans (QASPs), solicitations, etc. Formulate, coordinate, negotiate, administer, and evaluate projects/programs and report findings Assist with project resource requirements, formulate project work breakdown structures (WBS), develop activity/milestone plans, and prepare draft project execution plans in support of TMO management. Recommend project-level strategies, objectives, and milestones Ability to support TMO acquisition and use of program/project management tools. Experience with planning, organizing, and facilitating requirements definition, project requirements documents, and review meetings, to include preparation of meeting agendas and meeting minutes, and tracking of associated issues and action items. Ability to analyze project status and communicate to stakeholders recommendations regarding project/programmatic issues. Capacity to develop an in-depth understanding of the needs of the TMO and the ability to develop overall project/program management support services including the ability to formulate, coordinate, negotiate, administer, and evaluate projects/programs and proactively structure solutions for these needs. Ability to conduct cost/price and fee/profit analysis and analyze price proposals, financial reports, and other data to determine reasonableness of prices. Superior written/verbal communication skills, organizational and interpersonal skills. Demonstrated ability to work on time-constrained projects, meeting critical deadlines. Ability to assist in identifying risks and issues and with risk management and issue resolution. Experience with preparing and reviewing of documents necessary to support the planning, programming, budgeting and execution needs. Superior project/program management skills with experience in Federal sector leading projects/programs and developing/implementing recommendations and solutions. |

Description of Requirements, Skills, & Certifications | ||||||||||||||||
Education: Bachelor‘s Degree, or equivalent. MBA/MS desired Experience: Minimum 12+ years of relevant experience and associated technical training and/or certifications. Preferred but not required: Certifications to include CPCM, CFCM, DAWIA/APDP (Contracting and/or Program Management), FAC-C Certification(s), PMP. Indicate if certification is current or previous. |
