Job Description

Athens Technical College in Athens, GA seeks a Portal Manager. The Portal Manager will develop, maintain, and manage the ATCx3 Consortium portal, learning object repository (LOR), and website. This position will also collaborate with the Information Technology department on needs pertaining to the College’s website, intranet, and third party applications.

The Portal Manager is in charge of the overall design, installation, development, and management of ATCx3 Consortium’s portal, LOR, and website. This position also takes into consideration user feedback and trends when modifying the site’s navigation and content. The Portal Manager reports directly to the Director of Distance Education and Instructional Technologies.

Job duties include, but are not limited to:

  • Design, develop, and maintain website
  • Provide guidance for determining portal and learning object repository software, preferably open source
  • Build, deploy, develop, manage, and maintain portal and LOR
  • Ensure content is timely, relevant, and accurate
  • Ensure sites are accessible to students, employees, and members of the public with disabilities
  • Monitor web statistics using Google Analytics and other tools as appropriate
  • Integrate social networking functions into the website
  • Coordinate the planning, maintenance, and accessibility of website content to ensure consistency, including a long-term plan for website development and presence. Create standards and guidelines for content based on ATCx3 Consortium goals and input from all consortium stakeholders.
  • Work as a leader/project manager/in-house expert in all needs pertaining to the consortium website. Knowledge of incorporating third party applications and web application development skills a plus.
  • Work closely with the Information Technology department for hardware/software needs pertaining to issues that affect the website availability, network security, bandwidth, backups, and performance.
  • Develop, implement, and adhere to regular website maintenance policies and procedures, including end-user content change request forms and posted update/maintenance schedules to ensure site accuracy and timeliness.
  • Develop, implement, and enforce website appropriate use and privacy policies.
  • Adhere to TCSG and state network and security policies and procedures.
  • Other duties as assigned. 

This is a grant funded position.  Application review begins immediately and will remain open until filled.

Skills/Requirements

Minimum Qualifications

  • Associate’s degree in computer science, or closely related field.
  • Three (3) years of experience in design, development, implementation, and maintenance of websites and online systems.
  • Experience maintaining content using a CMS.
  • Any combination of relevant education and experience may be substituted for the educational requirement.
  • Excellent written and oral communication skills.

Preferred Qualifications

  • Bachelor’s degree in computer science, or closely related field.
  • Experience training users to use web-related software.

Technical Competencies

  • Ability to write and edit HTML code.
  • Experience using and coding for all major browsers.
  • Enterprise content management system experience.
  • Detailed knowledge of Microsoft Windows and Linux operating systems, include those operating in a virtualized environment.
  • Experience installing, configuring, and maintaining open source software systems.
  • Knowledge and experience in asp.net, HTML 5, jQuery, JavaScript, PHP, or other development languages/frameworks.
  • Detailed knowledge of SQL and SQL databases (MYSQL).
  • Ability to develop websites that comply with W3C and Section 508 standards.
