Job Description

Report to Design/Maintenance Engineer Manager to execute design and construction projects at the U.S. Air Force Academy (USAFA) and auxiliary sites.  Must possess strong time management, organizational and communication skills.  Perform job responsibilities as described by the primary, secondary and additional duties listed below.  Excludes computer engineers.

Manage the energy management program for USAFA.  Monitor and produce monthly utility usage reports, annual energy management reports, prepare energy management briefings for base leadership, identify and program energy conservation projects, manage the design of energy projects, respond to data calls from various government agencies.  Maintain utility meter data, track energy and water consumption, calculate reimbursable billing rates, and prepare documentation for reimbursable customers.  Input utility usage data into government computer systems and provide energy awareness education to base personnel.  Manage Energy Savings Performance Contracts (ESPC) for USAFA.

Apply knowledge of design principles, construction procedures and building codes.  Consult with clients to determine functional and spatial requirements, project scope and scheduling for facility construction and renovation projects.  Prepare statements of work, cost estimates, time schedules, and submittal registers in accordance with codes, directives, regulations and specifications.  Conduct pre-bid site visits and respond to requests for information from contractors.  Perform technical evaluations and design reviews of project proposals and submittals.  Serve as technical advisor to the client, government representatives, contracting, operations and finance.  Complete in-house designs for small-scale projects.  Design, develop, program, manage, test, or supervise the installation of electrical equipment or electrical systems for military or scientific use.  Review electrical drawings for projects that are administered by other project managers.

 





Skills/Requirements

In-depth experience in energy management and air force utility reporting systems.  Electrical engineering design, project management, and facilities maintenance experience.  Experience in lighting systems, variable frequency drives, energy efficient motors, direct digital controls, and advanced networking applications.  Experience in sustainable design, AutoCAD, large academic buildings, athletic facilities, and cathodic protection is also preferred. 

Bachelor of Science Degree in Electrical Engineering (BSEE) from an ABET accredited university program (Accreditation Board for Engineering and Technology); emphasis in Energy Management is highly desirable.

REQUIRED CERTIFICATIONS: Must possess and maintain a valid Colorado Driver’s License.  Receive and maintain a favorable Local Background Check (LBC) and National Agency Check (NAC) as applicable to the position requirements, current and future.  

DESIRED CERTIFICATIONS:  Registered Professional Engineer (PE) – Electrical, licensed in the State of Colorado is preferred; Certified Energy Manager, registered through the Association of Energy Engineers.
