Position Description

The mission of the Test Resource Management Center (TRMC) is to plan for and assess the adequacy of the Major Range and Test Facility Base (MRTFB); to provide adequate testing in support of development, acquisition, fielding, and sustainment of defense systems; and to maintain awareness of other Test and Evaluation (T&E) facilities and resources and their impacts on Department of Defense (DoD) requirements.

The TRMC Project Manager will have primary responsibility to ensure proper relationships are established between the government and teaming partners to facilitate the provision of contract deliverables and services. The Project Manager will monitor fiscal execution of the contract, including invoicing, budget tracking, and reporting and maintain effective communications with TRMC leadership to ensure that contract assets (personnel and materials) are applied to meet requirements. The Project Manager may perform other duties as required. Candidates require a current security clearance investigation that will support a SECRET clearance. 

The Project Manager will support the TRMC in its role as the principal advisor to the Secretary and Deputy Secretary of Defense and the Under Secretary of Defense for Acquisition, Technology, and Logistics on matters pertaining to strategic planning for and assessment of the MRTFB.   The focus of the Project Manager will be on supporting the Joint Mission Environment Test Capability (JMETC) Program, whose mission is to provide a persistent capability for linking distributed facilities to enable DoD customers to develop and test warfighting capabilities in a Joint Context. This position is contingent upon contract award.

Responsibilities

  • Engineering, technical, administrative, and analytical support for the Joint Mission Environment Test Capability (JMETC) Program to include distributed test design and enclave/network configuration.
  • Support joint distributed events by cost-effectively integrating live, virtual, and constructive test resources to support a program’s needs for JMETC products, assessments, and the need for conducting distributed testing.
  • Assess and recommend improvements for JMETC test planning, management, and analysis capabilities while maintaining required network performance.
  • Support in completing a strategic plan reflecting the needs of the DoD with respect to T&E facilities and resources.
  • Support in reviewing and certifying Service and Defense Agency T&E budgets.
  • Support for MRTFB planning, including the establishment of performance standards to rationalize and prioritize future investments.
  • Maintaining awareness of other T&E facilities and resources.




Skills/Requirements

  • Possess a Master’s Degree or equivalent
  • 11 years of experience in positions involving project management
  • Possess strong planning, research, problem solving, and assessment/evaluation capabilities.
  • Possess strong interpersonal skills.  Organized, attentive-to-detail, and ability to multi-task.
  • Excellent computer or technology skills.  High quality communication and customer service.
  • Demonstrate a willingness to work in a team environment. 
  • Lead a team as required. 
  • Prioritize and support multiple tasks.
  • Familiarity with Department of Defense Test and Evaluation is a plus.
  • Must be able to obtain and maintain a government security clearance.

Additionally, JRC would prefer a candidate who:

  • Possesses understanding of JMETC capabilities, including testing with a reconfigurable infrastructure which enables the rapid integration of live, virtual, and constructive resources to link systems and facilities needed for a joint testing environment.
  • Familiarization with JMETC test and hardware-in-the-loop sites, common networking protocol, and software applications such as JMETC Tools.
  • Has familiarity with MRTFBs and T&E.
  • Has the initiative and ability to request / gather data and act as an interface for the team
